  1  1    Section 1.  NEW SECTION.  483A.24B  SPECIAL LATE SEASON
  1  2 DEER HUNTS.
  1  3    1.  The commission may establish a special season deer hunt
  1  4 for antlerless deer in those counties where paid antlerless
  1  5 only deer hunting licenses remain available for issuance.
  1  6    2.  Antlerless deer may be taken by shotgun, muzzleloading
  1  7 rifle, muzzleloading pistol, handgun, or bow during the
  1  8 special season as provided by the commission by rule.
  1  9    3.  Prior to October 1, a person may obtain up to three
  1 10 paid antlerless only deer hunting licenses for the special
  1 11 season regardless of how many paid or free gun or bow deer
  1 12 hunting licenses the person may have already obtained.
  1 13 Beginning October 1, a person may purchase an unlimited number
  1 14 of antlerless only deer hunting licenses for the special
  1 15 season.
  1 16    4.  All antlerless deer hunting licenses issued pursuant to
  1 17 this section shall be included in the quotas established by
  1 18 the commission by rule for each county and shall be available
  1 19 in each county only until the quota established by the
  1 20 commission for that county is filled.
  1 21    5.  The daily bag and possession limit during the special
  1 22 season is one deer per license.  The tagging requirements are
  1 23 the same as for the regular gun season.
  1 24    6.  A person who receives a license pursuant to this
  1 25 section may be a resident or a nonresident and shall be
  1 26 otherwise qualified to hunt deer in this state and shall have
  1 27 a hunting license and pay the wildlife habitat fee.
  1 28    7.  A person violating a provision of this section or a
  1 29 rule adopted pursuant to this section is guilty of a simple
  1 30 misdemeanor punishable as a scheduled violation as provided in
  1 31 section 483A.42.
  1 32                           EXPLANATION
  1 33    This bill allows the natural resource commission to
  1 34 establish a special season deer hunt.
  1 35    The bill provides that the commission may establish a
  2  1 special season deer hunt for antlerless deer in those counties
  2  2 where paid antlerless only deer hunting licenses remain
  2  3 available for issuance.  Deer may be taken during the special
  2  4 season with a shotgun, muzzleloading rifle or pistol, handgun,
  2  5 or bow.  Prior to October 1, a person may obtain up to three
  2  6 such licenses for the special season regardless of how many
  2  7 paid or free gun or bow deer hunting licenses the person may
  2  8 have already obtained.  Beginning October 1, a person may
  2  9 purchase an unlimited number of the licenses for the special
  2 10 season so long as the quotas established by the commission for
  2 11 the issuance of such licenses remain unfilled.
  2 12    The daily bag limit and possession limit during the special

  2 15    A person may receive a license pursuant to this new
  2 16 provision whether the person is a resident or a nonresident so
  2 17 long as the person is otherwise qualified to hunt deer in this
  2 18 state and has a hunting license and pays the wildlife habitat
  2 19 fee.
  2 20    A person who violates the new provision or a rule adopted
  2 21 pursuant thereto is guilty of a simple misdemeanor punishable
  2 22 with a scheduled fine of $100.
