NEW SECTION. 15H.1 FINDINGS. 1 2 The general assembly finds: 1 3 1. There is a compelling need for more civic participation 1 4 to solve community and state problems, and to address many of 1 5 the country's unmet social, environmental, educational, and 1 6 public safety needs. 1 7 2. Promoting the capability of Iowa's people, communities, 1 8 and enterprises to work collaboratively is vital to the long= 1 9 term prosperity of this state. 1 10 3. Building and encouraging community services and 1 11 volunteerism is an integral part of the state's future well= 1 12 being, and requires cooperative efforts by the public and 1 13 private sectors. 1 14 4. The development of a volunteer service program in Iowa 1 15 requires an administrative vehicle which conforms with federal 1 16 guidelines detailed in the federal National and Community 1 17 Service Trust Act of 1993. 1 18 Sec. 2. NEW SECTION. 15H.2 IOWA COMMISSION ON VOLUNTEER 1 19 SERVICE ESTABLISHED. 1 20 1. The governor shall establish the Iowa commission on 1 21 volunteer service which shall be part of the governor's 1 22 office. The governor shall appoint the commission's members. 1 23 2. The mission of the department is to advise and assist 1 24 in the development and implementation of a comprehensive, 1 25 statewide plan for promoting volunteer involvement and citizen 1 26 participation in Iowa, as well as to serve as the state's 1 27 liaison to national and state organizations which support the 1 28 commission's mission. 1 29 3. The commission shall do all of the following: 1 30 a. Prepare a three=year national service plan as called 1 31 for under the federal National and Community Service Trust Act 1 32 of 1993. 1 33 b. Fulfill federal program administration requirements, 1 34 including provision of health care and child care for program 1 35 participants. 2 1 c. Submit annual state applications for federal funding of 2 2 commission=selected AmeriCorps programs. 2 3 d. Integrate AmeriCorps programs, the corporation for 2 4 national and community service program, and the older American 2 5 volunteer program into the state strategic service plan. 2 6 e. Conduct local outreach to develop a comprehensive and 2 7 inclusive state service plan and coordinate with existing 2 8 programs in order to prevent unnecessary competition for 2 9 private sources of funding. 2 10 f. Provide technical assistance to service programs, 2 11 including the development of training methods and curriculum 2 12 materials. 2 13 g. Develop a statewide recruitment and placement system 2 14 for individuals interested in community service opportunities. 2 15 h. Prepare quarterly reports on progress for submission to 2 16 the governor and the general assembly. 2 17 i. Administer the retired and senior volunteer program. 2 18 Sec. 3. NEW SECTION. 15H.3 VOLUNTEER SERVICE COMMISSION 2 19 MEMBERSHIP. 2 20 1. The Iowa commission on volunteer service shall consist 2 21 of the following members: 2 22 a. An individual with expertise in the educational 2 23 training and developmental needs of youth. 2 24 b. An individual with experience in promoting the 2 25 involvement of older adults in service and volunteerism. 2 26 c. A representative of community=based agencies within the 2 27 state. 2 28 d. The director of the department of education, or the 2 29 director's designee. 2 30 e. The executive secretary of the state board of regents, 2 31 or the executive secretary's designee. 2 32 f. A representative of local government. 2 33 g. A representative of a local labor organization. 2 34 h. A representative of a for=profit business. 2 35 i. An individual between the ages of sixteen and twenty= 3 1 five who is or has been a participant or supervisor in a 3 2 volunteer or service program. 3 3 j. A representative of the corporation for national and 3 4 community service who shall serve as a nonvoting, ex officio 3 5 member. 3 6 2. No more than twenty=five percent of the commission 3 7 members shall be employees of the state, though additional 3 8 state agency representatives may sit on the commission as 3 9 nonvoting, ex officio members. 3 10 3. A commission member shall not vote on issues affecting 3 11 organizations for which the member has served as a staff 3 12 person or as a volunteer at any time during the preceding 3 13 twelve=month period. 3 14 4. The membership of the commission shall comply with 3 15 sections 69.16 and 69.16A. The membership of the commission 3 16 shall also reflect the diversity of the state's population. 3 17 5. Members shall serve staggered terms of three years 3 18 beginning and ending as provided by section 69.19. Members of 3 19 the commission shall serve no more than two three=year terms. 3 20 Any vacancy shall be filled in the same manner as the original 3 21 appointment. 3 22 6. The chairperson of the commission shall be selected by 3 23 the governor and serve at the governor's discretion. 3 24 Sec. 4. NEW SECTION. 15H.4 ADMINISTRATION == FUNDING. 3 25 1. The governor's office shall serve as the lead agency 3 26 for administration of the commission. The department of 3 27 education, the state board of regents, the department of 3 28 workforce development, and the department of economic 3 29 development shall provide additional administrative support as 3 30 necessary to fulfill the duties of the commission. All other 3 31 state agencies shall provide assistance to the commission to 3 32 ensure a fully coordinated state effort for promoting national 3 33 and community service. 3 34 2. The commission may accept funds and in=kind services 3 35 from other state, federal, and private entities. 4 1 Sec. 5. Section 231.23A, subsection 3, Code 2005, is 4 2 amended by striking the subsection. 4 3 Sec. 6. Section 231.55, Code 2005, is repealed. 4 4 EXPLANATION 4 5 This bill relates to the retired and senior volunteer 4 6 program. 4 7 The bill deletes the establishment of financial support for 4 8 the retired and senior volunteer program from the duties of 4 9 the department of elder affairs and codifies executive order 4 10 numbers 48 and 64 by Governor Branstad to establish the Iowa 4 11 commission on volunteer services, the duties of which include 4 12 the administration of the retired and senior volunteer 4 13 program. 4 14 LSB 2009HC 81 4 15 pf:rj/sh/8
