  1 11 A House Resolution proclaiming April 2005 as Child
  1 12    Abuse Prevention Month.
  1 13    WHEREAS, child abuse and neglect is a community
  1 14 problem that depends on active involvement by people
  1 15 throughout the community for its prevention; and
  1 16    WHEREAS, child abuse and neglect occurs when people
  1 17 encounter stressful situations without adequate
  1 18 community resources and cannot cope with the
  1 19 situations; and
  1 20    WHEREAS, the majority of child abuse and neglect
  1 21 occurrences stem from situations and conditions that
  1 22 can be prevented with an engaged and supportive
  1 23 community; and
  1 24    WHEREAS, the incidence of child abuse and neglect
  1 25 can be reduced by making sure families have the
  1 26 necessary support for raising children in a healthy
  1 27 environment; and
  1 28    WHEREAS, in addition to the direct harm caused by
  1 29 child abuse and neglect, the children harmed are more
  1 30 likely to later become involved in criminal behavior
  2  1 and substance abuse, to have health problems such as
  2  2 heart disease and obesity, and to engage in risky
  2  3 behavior such as smoking; and
  2  4    WHEREAS, all citizens should become involved in
  2  5 supporting families in raising children in a safe,
  2  6 nurturing, and healthy environment; and
  2  7    WHEREAS, effective child abuse prevention programs
  2  8 succeed based on the partnerships created among
  2  9 community agencies, medical facilities, schools, faith
  2 10 groups, civic organizations, law enforcement agencies,
  2 11 and businesses; NOW THEREFORE,
  2 12    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 13 That the House of Representatives proclaims April to
  2 14 be Child Abuse Prevention Month for 2005 and calls
  2 15 upon all Iowa citizens, community agencies, medical
  2 16 facilities, schools, faith groups, civic
  2 17 organizations, law enforcement agencies, and
  2 18 businesses to increase their efforts in supporting
  2 19 families in order to prevent child abuse and neglect
  2 20 and to strengthen our state's communities.
