  1  1                HOUSE RESOLUTION NO.

  1  3 A Resolution requesting the establishment of a
  1  4    legislative interim study committee to review the
  1  5    private instruction requirements for school=age
  1  6    children set forth in the Iowa Code.
  1  7    WHEREAS, Iowa's private instruction law,
  1  8 colloquially known as Iowa's home schooling law, was
  1  9 enacted in 1991; and
  1 10    WHEREAS, though the law has served the majority of
  1 11 students placed in competent private instruction well,
  1 12 abuse of this educational opportunity has occurred;
  1 13 NOW THEREFORE,
  1 14    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 15 That the legislative council is requested to establish
  1 16 an interim study committee to review Iowa's private
  1 17 instruction law, set forth in Code chapter 299A, and
  1 18 the rules the state board of education has adopted to
  1 19 implement the law, in order to, at a minimum, consider
  1 20 the benefits and disadvantages of the law and
  1 21 determine whether the law and the rules provide
  1 22 sufficient safeguards to ensure that children placed
  1 23 under competent private instruction are adequately
  1 24 protected from abusive situations, and to submit its
  1 25 findings and recommendations in a report to the
  1 26 general assembly by December 15, 2005.
