  1  1                HOUSE RESOLUTION NO.    
  1  2                       BY  ARNOLD
  1  3 A Resolution relating to Iowa's contribution to a
  1  4    hydrogen=powered economy.
  1  5    WHEREAS, hydrogen is the most abundant element in
  1  6 the universe and can offer an inexhaustible supply of
  1  7 fuel, once released from substances that contain it,
  1  8 such as water or biomass; and
  1  9    WHEREAS, a growing reliance on domestically
  1 10 produced hydrogen as an energy carrier promises
  1 11 important energy, security, economic, and
  1 12 environmental benefits to Iowa and the nation; and
  1 13    WHEREAS, Iowa's economy and citizens would benefit
  1 14 significantly from realizing the state's potential for
  1 15 producing clean hydrogen from renewable sources such
  1 16 as methane derived from anaerobic digestion, ethanol,
  1 17 ammonia, and water; and
  1 18    WHEREAS, in addition to using renewable energy
  1 19 directly, using renewable energy to produce hydrogen
  1 20 from water or biomass offers a method to store energy
  1 21 and deploy it when and where it is needed throughout
  1 22 the economy for transportation, buildings, and
  1 23 portable applications such as computer laptops and
  1 24 cell phones; and
  1 25    WHEREAS, businesses, states, and nations around the
  1 26 world are aggressively pursuing a hydrogen=powered
  1 27 economy and agree that hydrogen represents an
  1 28 attractive energy carrier throughout the economy,
  1 29 particularly when used in clean, efficient fuel cells
  1 30 to produce useful electricity, heating, and cooling;
  2  1 and
  2  2    WHEREAS, Iowa's world=class research institutions
  2  3 and universities can increase the overall investment
  2  4 in the state and accelerate the commercialization of
  2  5 hydrogen, fuel cells, and other clean energy
  2  6 technologies by leveraging their strengths with those
  2  7 of similar institutions in the region; NOW THEREFORE,
  2  8    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2  9 That the House of Representatives urges both the
  2 10 public and private sectors in Iowa to strive to make
  2 11 the following the policy of this state:
  2 12    To develop the state's capacity to produce, store,
  2 13 distribute, and use hydrogen made from native
  2 14 resources as an increasing source of transportation
  2 15 fuel and for electricity, heating, cooling, fertilizer
  2 16 production, or other new productive and benign uses;
  2 17    To encourage the commercialization of hydrogen,
  2 18 fuel cells, and other clean energy technologies that
  2 19 would benefit the state; and
  2 20    To encourage the state's research and higher
  2 21 education institutions to work with similar
  2 22 institutions in the region to identify and leverage
  2 23 their respective strengths, and to explore the
  2 24 creation of a regional energy research and education
  2 25 consortium that can compete effectively for public and
  2 26 private investment with other national centers of
  2 27 excellence, such as the United States Department of
  2 28 Energy's recently established hydrogen technology
  2 29 learning centers.
