  1  7   MURPHY, PETTENGILL, JACOBY, OLDSON, LYKAM, WHITEAD,
  1  8     HUSER, McCARTHY, R. OLSON, SHOULTZ, SCHUELLER,
  1  9  REICHERT, QUIRK, PETERSEN, WISE, WENDT, and DANDEKAR
  1 10 A Resolution recognizing March 29, 2006, as Advocating
  1 11    Change Day 2006 for persons with disabilities.
  1 12    WHEREAS, Wednesday, March 29, 2006, is Advocating
  1 13 Change Day 2006 at the Iowa State Capitol in Iowa; and
  1 14    WHEREAS, in the past, Iowa's 450,000 persons with
  1 15 disabilities have not fully participated in the
  1 16 political and civic processes due to physical
  1 17 barriers, lack of advocacy resources, lack of
  1 18 knowledge regarding the legislative process, and other
  1 19 factors; and
  1 20    WHEREAS, the General Assembly is in the process of
  1 21 considering a redesign of the financing and service
  1 22 delivery system for persons with chronic mental
  1 23 illness, mental retardation, developmental
  1 24 disabilities, and brain injury; and
  1 25    WHEREAS, the funding formula to pay for services
  1 26 for persons with disabilities is 10 years old and may
  1 27 need to be reconsidered so that Iowans can be
  1 28 confident that funding levels will be sufficient to
  1 29 ensure quality and availability of services; and
  1 30    WHEREAS, in the past, the Iowa State Capitol has
  2  1 not been properly equipped with facilities to
  2  2 accommodate persons with disabilities who work in the
  2  3 building or who wish to visit state offices; and
  2  4    WHEREAS, recent renovations to the Iowa State
  2  5 Capitol have included the construction of facilities
  2  6 to enable persons with disabilities to gain access to
  2  7 many areas of the building; and
  2  8    WHEREAS, efforts to meet the needs of people with
  2  9 disabilities and to provide access to the State
  2 10 Capitol to Iowans with disabilities must continue; NOW
  2 11 THEREFORE,
  2 12    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 13 That the House of Representatives recognizes March 29,
  2 14 2006, as Advocating Change Day 2006, and as a part of
  2 15 that recognition a trained individual will demonstrate
  2 16 the proper use of an evacuation chair in an emergency
  2 17 situation in the House of Representatives; and
  2 18    BE IT FURTHER RESOLVED, That the House of
  2 19 Representatives will continue to take the necessary
  2 20 steps to ensure that the chamber of the House of
  2 21 Representatives is accessible to the fullest extent
  2 22 possible and that persons with disabilities are
  2 23 welcome and safe in the chamber.
