House Resolution 151 - Introduced PAG LIN 1 1 HOUSE RESOLUTION NO. 1 2 By HEDDENS, HEATON, MASCHER, SMITH, FOEGE, and 1 3 UPMEYER 1 4 A Resolution requesting the legislative council to 1 5 establish an interim committee to conduct a study 1 6 of issues related to home visiting for families 1 7 with a newborn child. 1 8 WHEREAS, newborn support and home visiting programs 1 9 and services are pillars of the early childhood Iowa 1 10 strategic plan and important elements for integrating 1 11 the state's early care, health, and education systems; 1 12 and 1 13 WHEREAS, it is recognized that there are existing 1 14 newborn support and home visiting programs in the 1 15 state that vary greatly in delivery methods, content 1 16 of visits, staffing, and target populations, and that 1 17 parents of newborn children often do not know how to 1 18 access available community resources; and 1 19 WHEREAS, there is research and outcome data from 1 20 other states' models that prove newborn support and 1 21 home visiting programs reduce child abuse rates; NOW 1 22 THEREFORE, 1 23 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, 1 24 That the legislative council is requested to establish 1 25 an interim committee for the 2006 Legislative Interim 1 26 to conduct a study of issues related to home visiting 1 27 for families with a newborn child; and 1 28 BE IT FURTHER RESOLVED, That the interim committee 1 29 should be charged to provide the governor and the 1 30 general assembly with recommendations for providing a 2 1 one=time universal home visit for families with a 2 2 newborn child; and 2 3 BE IT FURTHER RESOLVED, That the interim committee 2 4 should be charged to consider any of the following 2 5 information and issues: statewide prevalence of 2 6 newborn home visits and support programs, content of 2 7 home visits, linkages and coordination between 2 8 programs, competencies for home visitor staffing, 2 9 professional development, strengths and limitations of 2 10 programs, gaps and barriers, data collection, and 2 11 evaluation and outcome measures; and 2 12 BE IT FURTHER RESOLVED, That the legislative 2 13 council is requested to appoint the representatives of 2 14 the following interests as nonvoting members in 2 15 addition to legislators appointed to serve as voting 2 16 members: the Iowa department of public health, the 2 17 department of human services, the department of human 2 18 rights, the department of education, the Iowa hospital 2 19 association, the Iowa empowerment board, the community 2 20 empowerment office of the department of management, 2 21 the state board of health, family support and home 2 22 visiting program providers, the business community, 2 23 consumers, early education providers, and other 2 24 parties or experts as deemed appropriate by the 2 25 legislative council; and 2 26 BE IT FURTHER RESOLVED, That the interim committee 2 27 should be directed to submit a report to the general 2 28 assembly for consideration during the 2007 Legislative 2 29 Session regarding the committee's findings and 2 30 recommendations on issues related to home visiting, 3 1 including proposed legislation to provide a universal 3 2 one=time home visit and support for all families in 3 3 the state with a newborn child. 3 4 LSB 6609HH 81 3 5 jp:nh/cf/24 1
