  1  2                  BY  WATTS and JENKINS
  1  3 A Resolution urging the United States Congress to
  1  4    formulate a national energy policy that will provide
  1  5    for the long=term economic and national security needs
  1  6    of the United States of America.
  1  7    WHEREAS, a constant and dependable supply of
  1  8 affordable energy is essential to the continued
  1  9 success and well=being of the United States; and
  1 10    WHEREAS, the provision of adequate energy supplies
  1 11 is dependent upon a rational energy policy which
  1 12 promotes conservation, prevents unreasonable taxation
  1 13 that inhibits the competitiveness of United States
  1 14 energy producers against foreign=owned firms, and
  1 15 allows the full development of all domestic energy
  1 16 sources in an ecologically sound manner; and
  1 17    WHEREAS, the windfall profits tax confiscates the
  1 18 capital critically necessary to conduct further
  1 19 exploration of energy sources and has proven to be an
  1 20 impediment to domestic energy production, a barrier to
  1 21 the competitiveness of United States energy producers
  1 22 in the world market, and an unfair penalty on
  1 23 investors; and
  1 24    WHEREAS, the windfall profits tax is a direct cause
  1 25 of unnecessarily high retail energy prices and
  1 26 increased dependence on foreign oil; and
  1 27    WHEREAS, the national security and economic growth
  1 28 of the United States is imperiled by our growing
  1 29 dependence on foreign energy supplies that could be
  1 30 reduced by the development of a wide array of domestic
  2  1 energy sources; and
  2  2    WHEREAS, the exploration and development of all
  2  3 viable reserves in the United States is critical not
  2  4 only to our national economy but also to the
  2  5 redevelopment of the Gulf Coast economies decimated by
  2  6 natural disaster; and
  2  7    WHEREAS, the technology exists to develop domestic
  2  8 energy reserves in a manner that is compatible with
  2  9 the highest ecological standards; NOW THEREFORE,
  2 10    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 11 That the House of Representatives urges the United
  2 12 States Congress to move forward with all due haste to
  2 13 establish a national energy policy that ensures an
  2 14 adequate supply of energy to our nation now and for
  2 15 future generations; and
  2 16    BE IT FURTHER RESOLVED, That an official copy of
  2 17 this Resolution be prepared and sent to the President
  2 18 of the United States, the President of the United
  2 19 States Senate, the Speaker of the United States House
  2 20 of Representatives, and the members of Iowa's
  2 21 congressional delegation.
