  1  3          LENSING, JOCHUM, T. TAYLOR, MASCHER,
  1  4       FREVERT, SCHUELLER, WISE, WHITAKER, BUKTA,
  1  5                   MURPHY, and HEDDENS
  1  6 A Resolution supporting efforts to promote comprehensive
  1  7    immigration reforms that encourage legal immigration,
  1  8    deter unauthorized immigration, promote economic
  1  9    growth, and ensure secure borders.
  1 10    WHEREAS, the government of the United State has an
  1 11 obligation to its citizens to secure its borders an
  1 12 ensure the rule of law in its communities; and
  1 13    WHEREAS, the government of the United States must
  1 14 strengthen international border security efforts by
  1 15 dedicating adequate and significant resources for
  1 16 technology, personnel, and training for border region
  1 17 enforcement; and
  1 18    WHEREAS, immigrants have contributed significantly
  1 19 to the strength and economic prosperity of the United
  1 20 States and action must be taken to ensure their fair
  1 21 treatment by employers and protection against fraud
  1 22 and abuse; and
  1 23    WHEREAS, current immigration laws and the
  1 24 enforcement of such laws are ineffective and do not
  1 25 serve the people of the United States, the national
  1 26 security interests of the United States, or the
  1 27 economic prosperity of the United States; and
  1 28    WHEREAS, illegal immigration fosters other illegal
  1 29 activity, including human smuggling, trafficking, and
  1 30 document fraud, all of which undermine the national
  2  1 security interests of the United States; and
  2  2    WHEREAS, illegal immigration burdens states and
  2  3 local communities with hundreds of millions of dollars
  2  4 in uncompensated expenses for law enforcement, health
  2  5 care, education, and other essential services; and
  2  6    WHEREAS, illegal immigration creates an underclass
  2  7 of workers who are vulnerable to fraud and
  2  8 exploitation; and
  2  9    WHEREAS, fixing the broken immigration system
  2 10 requires a comprehensive approach providing adequate
  2 11 legal channels for immigration and strong enforcement
  2 12 of immigration laws that will serve the economic,
  2 13 social, and security interests of the United States;
  2 14 and
  2 15    WHEREAS, foreign governments, particularly those
  2 16 that share an international border with the United
  2 17 States, must play a critical role in securing
  2 18 international borders and deterring illegal entry of
  2 19 foreign nationals into the United States; and
  2 20    WHEREAS, comprehensive immigration reform and
  2 21 strong enforcement of immigration laws will encourage
  2 22 legal immigration, deter illegal immigration, and
  2 23 promote the economic and national security interests
  2 24 of the United States; NOW THEREFORE,
  2 25    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2 26 That the House of Representatives urges the Congress
  2 27 of the Unites States to adopt and immediately
  2 28 implement sensible and comprehensive immigration
  2 29 reforms that include the following:  establishment of
  2 30 programs to secure the international borders of the
  3  1 United States of America, including programs for
  3  2 effective enforcement; penalties for employers and
  3  3 companies that knowingly hire illegal workers;
  3  4 establishment of market=based visa programs for
  3  5 essential workers; encouragement of family unity and
  3  6 reduction of the backlog of immigration applications;
  3  7 and reimbursement of emergency health services
  3  8 furnished to unauthorized persons; and
  3  9    BE IT FURTHER RESOLVED, That the Chief Clerk of the
  3 10 House of Representatives transmit a copy of this
  3 11 Resolution to the President of the United States, the
  3 12 President of the United States Senate, the Speaker of
  3 13 the United States House of Representatives, and each
  3 14 member of Iowa's congressional delegation.
