  1  1                HOUSE RESOLUTION NO.

  1  3 A Resolution requesting the establishment of an
  1  4    interim study committee by the legislative council
  1  5    to conduct a study of the regulation of interstate
  1  6    natural gas pipelines and hazardous liquid pipelines.
  1  7    WHEREAS, the utilities board within the utilities
  1  8 division of the department of commerce regulates the
  1  9 transportation of natural gas to protect landowners
  1 10 and tenants from environmental or economic damages
  1 11 which may result from the construction, operation, or
  1 12 maintenance of a pipeline within the state pursuant to
  1 13 Code chapter 479A; and
  1 14    WHEREAS, the utilities board regulates hazardous
  1 15 liquid pipelines to protect landowners and tenants
  1 16 from environmental or economic damages which may
  1 17 result from the construction, operation, or
  1 18 maintenance of a hazardous liquid pipeline or
  1 19 underground storage facility pursuant to Code chapter
  1 20 479B; and
  1 21    WHEREAS, it is necessary to conduct a comprehensive
  1 22 evaluation of issues related to the regulation of
  1 23 interstate natural gas pipelines and hazardous liquid
  1 24 pipelines by the utilities board; NOW THEREFORE,
  1 25    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 26 That the legislative council is requested to establish
  1 27 an interim study committee to conduct a comprehensive
  1 28 study of the regulation of interstate natural gas
  1 29 pipelines and hazardous liquid pipelines by the
  1 30 utilities board; and
  2  1    BE IT FURTHER RESOLVED, That the interim study
  2  2 committee shall be composed of the following members:
  2  3    1.  Two members of the house of representatives,
  2  4 one from each political party.
  2  5    2.  Two members of the senate, one from each
  2  6 political party.
  2  7    3.  A representative of the utilities board within
  2  8 the utilities division of the department of commerce.
  2  9    4.  A representative of the department of natural
  2 10 resources.
  2 11    5.  A representative of the state department of
  2 12 transportation.
  2 13    6.  A representative of the pipeline industry.
  2 14    7.  A representative of private land use
  2 15 professionals.
  2 16    8.  A representative of landowners affected by
  2 17 pipelines.
  2 18    BE IT FURTHER RESOLVED, That the interim study
  2 19 committee shall submit a final report with
  2 20 recommendations for legislative action to the
  2 21 legislative council and the general assembly by
  2 22 December 1, 2005.
