  1  1                HOUSE RESOLUTION NO.    
  1  2                        BY  FORD
  1  3 A Resolution relating to support of increased funding
  1  4    for research and public health programs.
  1  5    WHEREAS, the health status of African=Americans is
  1  6 significantly worse than that of other population
  1  7 groups and African=Americans are at greater risk for
  1  8 numerous diseases, such as the human immunodeficiency
  1  9 virus and acquired immune deficiency syndrome and
  1 10 chronic conditions such as diabetes; and
  1 11    WHEREAS, the underlying causes for this health
  1 12 status disparity are not yet fully known; and
  1 13    WHEREAS, access to adequate health care is limited
  1 14 for many African=Americans due to their lack of
  1 15 insurance or funding limitations of government
  1 16 programs; and
  1 17    WHEREAS, state governments across the country are
  1 18 facing severe budget constraints relative to medical
  1 19 assistance, the state children's health insurance
  1 20 program, and other state health programs; NOW
  1 21 THEREFORE,
  1 22    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 23 That the House of Representatives supports the
  1 24 following measures:
  1 25    1.  Increased federal funding for medical research
  1 26 to determine the underlying causes of health status
  1 27 disparities that exist between African=Americans and
  1 28 the population as a whole.
  1 29    2.  Increased federal support for states facing
  1 30 severe budget crises through the full funding of
  2  1 medical assistance, the state children's health
  2  2 insurance program, and other public health programs
  2  3 that serve the African=American community and other
  2  4 populations.
