  1  1                HOUSE RESOLUTION NO.    
  1  2    BY  JOCHUM, WESSEL=KROESCHELL, MASCHER, WINCKLER,
  1  3                       and LENSING
  1  4 A Resolution requesting the legislative council to create
  1  5    a task force to develop a plan for the state to assume
  1  6    responsibility for administering adult mental health,
  1  7    mental retardation, developmental disabilities, and
  1  8    brain injury (MH/MR/DD/BI) services.
  1  9    WHEREAS, adult MH/MR/DD/BI services are primarily
  1 10 administered by counties that utilize different
  1 11 eligibility criteria, provide varying amounts of
  1 12 funding per capita for the services, and provide
  1 13 support for different services, resulting in uneven
  1 14 availability of services and support around the state
  1 15 for persons with mental illness, mental retardation,
  1 16 developmental disabilities, or brain injury; and
  1 17    WHEREAS, the state provides approximately one=half
  1 18 of the nonfederal share of funding for adult
  1 19 MH/MR/DD/BI services; and
  1 20    WHEREAS, it is believed that adult MH/MR/DD/BI
  1 21 services would be provided on a more consistent basis
  1 22 if the state were to assume administration of the
  1 23 services; NOW THEREFORE,
  1 24    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  1 25 That the legislative council is requested to create a
  1 26 task force for the 2006 legislative interim to develop
  1 27 a plan for the state to assume responsibility for
  1 28 administering adult MH/MR/DD/BI services.
