  1  1                HOUSE RESOLUTION NO.    
  1  2                       BY  MASCHER
  1  3 A Resolution urging the centers for Medicare and Medicaid
  1  4    of the United States department of health and human
  1  5    services to approve the Medicaid state plan amendment
  1  6    to increase Medicaid provider reimbursements.
  1  7    WHEREAS, the Medical Assistance Crisis Intervention
  1  8 Team (MACIT) in its 2004 final report found that the
  1  9 Iowa Medicaid program is of high quality and ranks
  1 10 sixth best in the nation; and
  1 11    WHEREAS, MACIT also found that the majority of Iowa
  1 12 Medicaid providers had not received increases in
  1 13 reimbursement in several years and that reductions in
  1 14 reimbursement would potentially harm the fragile
  1 15 service delivery infrastructure in rural and urban
  1 16 areas; and
  1 17    WHEREAS, MACIT recommended against reductions in
  1 18 provider reimbursements which would have a serious
  1 19 negative impact on the access to quality care and the
  1 20 economic infrastructure in Iowa's towns and cities;
  1 21 and
  1 22    WHEREAS, providing adequate reimbursement to Iowa
  1 23 Medicaid providers allows for investment in the
  1 24 healthcare workforce, new healthcare technologies, and
  1 25 programs to promote access to necessary healthcare for
  1 26 the uninsured; and
  1 27    WHEREAS, the 2005 Session of the 81st Iowa General
  1 28 Assembly enacted legislation to increase the majority
  1 29 of Medicaid provider reimbursement rates by 3 percent
  1 30 beginning July 1, 2005; and
  2  1    WHEREAS, the centers for Medicare and Medicaid of
  2  2 the United States department of health and human
  2  3 services has not yet approved Iowa's Medicaid state
  2  4 plan amendment to increase these reimbursement rates;
  2  5 NOW THEREFORE,
  2  6    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2  7 That the House of Representatives requests that the
  2  8 centers for Medicare and Medicaid of the United States
  2  9 department of health and human services approve the
  2 10 state plan amendment to increase Iowa Medicaid
  2 11 provider reimbursement rates; and
  2 12    BE IT FURTHER RESOLVED, That the members of the
  2 13 Iowa congressional delegation be provided with a copy
  2 14 of this Resolution and be encouraged to support
  2 15 efforts to finalize approval of the state plan
  2 16 amendment.
