  1  1                HOUSE RESOLUTION NO.    
  1  2                      By  EICHHORN
  1  3 A Resolution to urge the Governor to negotiate a
  1  4    health savings account option for state employees.
  1  5    WHEREAS, federal health savings account legislation
  1  6 was signed into law by President George Bush on
  1  7 December 8, 2003; and
  1  8    WHEREAS, a health savings account is a tax=
  1  9 sheltered savings account similar to an individual
  1 10 retirement account, but earmarked for medical
  1 11 expenses; and
  1 12    WHEREAS, these accounts offer Iowans a broad array
  1 13 of advantages, including:
  1 14    Lower monthly health insurance premiums;
  1 15    More stability in premiums;
  1 16    Immediate tax savings, as all deposits are fully
  1 17 deductible if otherwise qualified;
  1 18    Long=term growth potential;
  1 19    Tax=free withdrawals to pay medical expenses
  1 20 covered under a high=deductible insurance policy, in
  1 21 addition to tax=free withdrawals for many medical
  1 22 services not covered by insurance;
  1 23    Tax=free withdrawals to pay for long=term care
  1 24 insurance, COBRA premiums, or health insurance
  1 25 premiums while unemployed;
  1 26    Freedom to individually choose medical providers,
  1 27 with no health maintenance organization=type
  1 28 restrictions;
  1 29    Discounts on services offered by preferred provider
  1 30 organization providers; and
  2  1    Increased individual control over personal health
  2  2 care decisions; NOW THEREFORE,
  2  3    BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
  2  4 That the House of Representatives urges the Governor
  2  5 to negotiate a health savings account option for all
  2  6 state employees as soon as practicable.
