1 1 HOUSE RESOLUTION NO.
1 2 BY WILDERDYKE
1 3 A Resolution commending Iowa sheriffs, sheriff's
1 4 deputies and peace officers for their efforts in the
1 5 enactment of legislation reducing the number of
1 6 methamphetamine laboratories in Iowa.
1 7 WHEREAS, Iowa was leading the nation in the number
1 8 of methamphetamine laboratories reported in 2004 and
1 9 2005; and
1 10 WHEREAS, pseudoephedrine, a commonly used medicine
1 11 for colds and flu, is known to be one of the main and
1 12 critical ingredients required to manufacture
1 13 methamphetamine; and
1 14 WHEREAS, Harrison County was one of the first local
1 15 governments to adopt an ordinance to restrict the
1 16 direct access to pseudoephedrine products at retail
1 17 stores; and
1 18 WHEREAS, when nearly every other county in the
1 19 state was experiencing a surge in the number of
1 20 methamphetamine laboratories, Harrison County
1 21 experienced a dramatic drop in its numbers; and
1 22 WHEREAS, Sheriff Terry Baxter was a leading
1 23 proponent of restricting access to pseudoephedrine in
1 24 Harrison County and shared his county's experience
1 25 with other local and state law enforcement and drug
1 26 control officers; and
1 27 WHEREAS, Sheriff Baxter and other Iowa sheriffs,
1 28 sheriff's deputies, and peace officers shared their
1 29 experiences in fighting methamphetamine laboratories
1 30 with lawmakers, made many visits to the Statehouse to
2 1 provide testimony, and supported the passage of Senate
2 2 File 169 in 2005; and
2 3 WHEREAS, the implementation of Senate File 169 has
2 4 resulted in a decrease in the number of
2 5 methamphetamine laboratories discovered in Iowa by
2 6 more than 90 percent in one year; NOW THEREFORE,
2 7 BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES,
2 8 That the House of Representatives commends all Iowa
2 9 sheriffs, sheriff's deputies, and peace officers,
2 10 including Sheriff Terry Baxter of Harrison County, and
2 11 state and local drug control and narcotics officers
2 12 for their efforts in the enactment of legislation
2 13 resulting in the reduction of the number of
2 14 methamphetamine laboratories discovered in Iowa; and
2 15 BE IT FURTHER RESOLVED, That the House of
2 16 Representatives will continue to work cooperatively
2 17 with local and state law enforcement, drug control,
2 18 and narcotics officers to seek additional solutions to
2 19 fight methamphetamine use and abuse in Iowa.
