  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Section 34 of Article III of the Constitution of the State
  1  4 of Iowa, as amended by the third strike amendment of the
  1  5 Amendments of 1868, by amendment number 2 of the Amendments of
  1  6 1904, by the Amendment of 1928, and by amendment number 3 of
  1  7 the Amendments of 1968, is repealed and the following adopted
  1  8 in lieu thereof:
  1  9    SENATE AND HOUSE OF REPRESENTATIVES == LIMITATION.  SEC.
  1 10 34.  The Senate shall be composed of not more than thirty=
  1 11 seven and the House of Representatives of not more than
  1 12 seventy=four members.  Senators and Representatives shall be
  1 13 elected from districts established by law.  Each district so
  1 14 established shall be compact and contiguous territory.  The
  1 15 state shall be apportioned into Senatorial and Representative
  1 16 districts on the basis of population.  The General Assembly
  1 17 may provide by law for factors in addition to population, not
  1 18 in conflict with the Constitution of the United States, which
  1 19 may be considered in the apportioning of Senatorial districts.
  1 20 No law so adopted shall permit the establishment of Senatorial
  1 21 districts whereby a majority of the members of the Senate
  1 22 shall represent less than forty percent of the population of
  1 23 the state as shown by the most recent United States decennial
  1 24 census.
  1 25    The General Assembly shall make such changes in the law
  1 26 governing the time of election and terms of office of Senators
  1 27 and Representatives as shall be necessary to make the time of
  1 28 their election and terms of office conform to this amendment
  1 29 beginning with terms of office beginning on or after January
  1 30 1, 2013.
  1 31    Sec. 2.  PUBLICATION AND REFERRAL.  The foregoing amendment
  1 32 to the Constitution of the State of Iowa is referred to the
  1 33 General Assembly to be chosen at the next general election for
  1 34 members of the General Assembly and the Secretary of State is
  1 35 directed to cause the same to be published for three
  2  1 consecutive months previous to the date of that election as
  2  2 provided by law.
  2  3                           EXPLANATION
  2  4    This joint resolution proposes an amendment to the
  2  5 Constitution of the State of Iowa to change the number of
  2  6 members of the Iowa House of Representatives to not more than
  2  7 74 and the number of members of the Iowa Senate to not more
  2  8 than 37.
  2  9    The joint resolution, if adopted, would be referred to the
  2 10 next General Assembly before being submitted to the electorate
  2 11 for ratification.
