  1  1    Section 1.  The following amendment to the Constitution of
  1  2 the State of Iowa is proposed:
  1  3    Article I of the Constitution of the State of Iowa is
  1  4 amended by adding the following new section:
  1  5    MARRIAGE.  SEC. 26.  Only marriage between a man and a
  1  6 woman shall be valid or recognized in the State of Iowa.  The
  1  7 State of Iowa and its political subdivisions shall not create
  1  8 or recognize a legal status identical or substantially similar
  1  9 to that of marriage for unmarried individuals.
  1 10    Sec. 2.  REFERRAL AND PUBLICATION.  The foregoing amendment
  1 11 to the Constitution of the State of Iowa is referred to the
  1 12 General Assembly to be chosen at the next general election for
  1 13 members of the General Assembly and the Secretary of State is
  1 14 directed to cause the same to be published for three
  1 15 consecutive months previous to the date of that election as
  1 16 provided by law.
  1 17                           EXPLANATION
  1 18    This joint resolution proposes an amendment to the
  1 19 Constitution of the State of Iowa regarding the validity and
  1 20 recognition of certain marriages in Iowa.  The joint
  1 21 resolution, if adopted, would be referred to the next general
  1 22 assembly for adoption a second time before being submitted to
  1 23 the electorate for ratification.
