  1  1    Section 1.  NEW SECTION.  15E.315  REGULATORY EFFICIENCY
  1  2 COMMISSION.
  1  3    1.  A regulatory efficiency commission is established for
  1  4 purposes of identifying unneeded, outdated, or ineffective
  1  5 regulations, fines, and fees that hinder business development
  1  6 or efficient governmental operation relative to business
  1  7 development activities.  The commission shall also develop
  1  8 methods for streamlining business access to regulatory
  1  9 information.  The commission shall maintain an ongoing process
  1 10 for inviting, receiving, and considering suggestions from the
  1 11 public or others for regulatory changes.  Commission staffing
  1 12 shall be provided by the department.
  1 13    2.  The commission shall consist of ten voting members
  1 14 appointed by the governor and four ex officio members.
  1 15 Members appointed by the governor are subject to confirmation
  1 16 by the senate and shall serve three=year staggered terms as
  1 17 designated by the governor beginning and ending as provided in
  1 18 section 69.19.  A vacancy in membership shall be filled in the
  1 19 same manner as the original appointment.  The members shall
  1 20 serve without compensation, but shall be reimbursed for actual
  1 21 and necessary expenses incurred in the performance of official
  1 22 duties as a member.  The members of the commission shall
  1 23 select a chairperson and any other officers deemed by the
  1 24 commission to be necessary from their membership.  The
  1 25 commission shall meet at least quarterly but may meet as often
  1 26 as necessary.  Meetings shall be set by a majority of the
  1 27 commission or upon the call of the chairperson.  A majority of
  1 28 the commission members shall constitute a quorum.
  1 29    a.  The ten voting members shall consist of the following:
  1 30    (1)  Two members shall be economic development
  1 31 representatives from two different chambers of commerce.  One
  1 32 shall be from a metropolitan area with more than fifty
  1 33 thousand people and one shall be from a metropolitan area with
  1 34 fifty thousand people or less.
  1 35    (2)  Two members representing agricultural interests.
  2  1    (3)  One member representing the Iowa association of
  2  2 business and industry.
  2  3    (4)  One member representing commercial=based businesses.
  2  4    (5)  One member representing manufacturing=based
  2  5 businesses.
  2  6    (6)  One member representing the Iowa environmental
  2  7 council.
  2  8    (7)  One member representing labor interests.
  2  9    (8)  One member representing consumer advocacy
  2 10 organizations.
  2 11    b.  The four ex officio members shall be members of the
  2 12 general assembly.  Two members shall be from the senate and
  2 13 two members shall be from the house of representatives, with
  2 14 not more than one member from each chamber being from the same
  2 15 political party.  The two senators shall be designated by the
  2 16 president of the senate after consultation with the majority
  2 17 and minority leaders of the senate.  The two representatives
  2 18 shall be designated by the speaker of the house of
  2 19 representatives after consultation with the majority and
  2 20 minority leaders of the house of representatives.  Legislative
  2 21 members shall serve in an ex officio, nonvoting capacity.
  2 22    3.  The commission shall submit a written report annually
  2 23 by December 15 to the governor and the general assembly.  The
  2 24 report shall include the findings and legislative
  2 25 recommendations of the commission.  The report shall be
  2 26 distributed by the secretary of the senate and the chief clerk
  2 27 of the house of representatives to the chairpersons and
  2 28 members of the administrative rules review committee and to
  2 29 the standing committees in the senate and the house of
  2 30 representatives that deal with economic development and
  2 31 economic growth.
  2 32                           EXPLANATION
  2 33    This bill establishes a regulatory efficiency commission
  2 34 staffed by the department of economic development.
  2 35    The purpose of the commission is to identify unneeded,
  3  1 outdated, or ineffective regulations, fines, and fees that
  3  2 hinder business development or efficient governmental
  3  3 operation relative to business development activities and
  3  4 develop methods for streamlining business access to regulatory
  3  5 information.  The commission is required to maintain a process
  3  6 for inviting, receiving, and considering suggestions for
  3  7 regulatory changes.
  3  8    The commission's 10 voting members are appointed by the
  3  9 governor to represent chambers of commerce, agricultural
  3 10 interests, the Iowa association of business and industry,
  3 11 commercial=based businesses, manufacturing=based businesses,
  3 12 the Iowa environmental council, labor interests, and consumer
  3 13 advocacy organizations.
  3 14    The commission is required to report annually to the
  3 15 governor and general assembly.
