  1  1    Section 1.  Section 252B.3, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  6.  The department shall adopt rules
  1  4 pursuant to chapter 17A regarding the negotiating of payment
  1  5 of support obligations or accrued support debts by the child
  1  6 support recovery unit which require that both parents subject
  1  7 to a support order agree in writing to the results of any
  1  8 negotiation prior to the unit securing a new court or
  1  9 administrative order for support.
  1 10                           EXPLANATION
  1 11    This bill directs the department of human services to adopt
  1 12 rules regarding the negotiating of payment of support
  1 13 obligations or accrued support debts by the child support
  1 14 recovery unit which require that both parents subject to a
  1 15 support order agree in writing to the results of any
  1 16 negotiation prior to the unit securing a new court or
  1 17 administrative order for support.
