  3    high school education be open to the public.

  1  1    Section 1.  Section 261.2, subsection 7, unnumbered
  1  2 paragraph 2, Code 2005, is amended to read as follows:
  1  3    The commission may require a school seeking registration
  1  4 under chapter 261B to provide copies of its application to the
  1  5 Iowa coordinating council for post=high school education.  The
  1  6 commission may consider comments from the council that are
  1  7 received by the commission within ninety days of the filing of
  1  8 the application.  However, if the council meets to consider
  1  9 comments for submission to the commission, the meeting shall
  1 10 be open to the public and subject to the provisions of chapter
  1 11 21.  The commission shall render a decision on an application
  1 12 for registration within one hundred eighty days of the filing
  1 13 of the application.
  1 14                           EXPLANATION
  1 15    This bill requires the Iowa coordinating council for post=
  1 16 high school education to make its meetings open to the public
  1 17 whenever the council meets to consider comments for submission
  1 18 to the college student aid commission regarding registration
  1 19 of postsecondary schools.
  1 20    Currently, in order to conduct business in this state,
  1 21 postsecondary schools must register with the secretary of
  1 22 state's office.  In order to register, the school shall be
  1 23 accredited and, unless the program is a practitioner
  1 24 preparation program, be approved for operation by the college
  1 25 student aid commission.  The commission may provide copies of
  1 26 the school's application to the council, and may consider the
  1 27 council's comments when considering approval of the school.
