Section 256D.3, subsection 3, Code 2005, is 1 2 amended to read as follows: 1 3 3. Beginning January 15,20012006, the department shall 1 4 submit an annual report to the chairpersons and ranking 1 5 members of the senate and house education committees that 1 6 includes the statewide average school district class size in 1 7 basic skills instruction in kindergarten through grade three, 1 8 by grade level and by district size, and describes school 1 9 district progress toward achieving early intervention block 1 10 grant program goals and the ways in which school districts are 1 11 using moneys received pursuant tosection 256D.4this chapter 1 12 and expended as provided in section 256D.2. The report shall 1 13 include district=by=district information showing the number of 1 14 students who are not proficient in reading in grade four for 1 15 the three most recent biennium reporting periods. 1 16 Sec. 2. Section 256D.9, Code 2005, is amended to read as 1 17 follows: 1 18 256D.9 FUTURE REPEAL. 1 19 This chapter is repealed effective July 1,20052006. 1 20 Sec. 3. EFFECTIVE DATE. The section of this Act amending 1 21 section 256D.9, being deemed of immediate importance, takes 1 22 effect upon enactment. 1 23 EXPLANATION 1 24 This bill makes changes to the Iowa early intervention 1 25 block grant program by changing a reporting requirement, 1 26 extending the program's repeal to July 1, 2006, and making 1 27 that extension effective upon enactment. 1 28 The Code requires the department to submit an annual report 1 29 to the chairpersons and ranking members of the senate and 1 30 house education committees that includes the statewide average 1 31 school district class size information. The bill requires 1 32 that the report include district=by=district information 1 33 showing the number of students who are not proficient in 1 34 reading in grade four for the three most recent biennium 1 35 reporting periods.
