  1  1    Section 1.  ENACTMENT AS SUBSTANTIAL CHANGE IN
  1  2 CIRCUMSTANCES.  The enactment of subsection 5A of section
  1  3 598.21 constitutes a substantial change in circumstances
  1  4 authorizing the court to modify a support order, decree, or
  1  5 judgment in accordance with that subsection.
  1  6    Sec. 2.  EFFECTIVE DATE == RETROACTIVE APPLICABILITY.  This
  1  7 Act, being deemed of immediate importance, takes effect upon
  1  8 enactment and is retroactively applicable to orders, decrees,
  1  9 or judgments entered or pending as provided in section 598.21,
  1 10 subsection 5A, paragraph "e".
  1 11                           EXPLANATION
  1 12    This bill establishes that the enactment of the provision
  1 13 of the Code relating to the postsecondary education subsidy
  1 14 constitutes a substantial change in circumstances authorizing
  1 15 the court to modify a support order, decree, or judgment in
  1 16 accordance with that provision.  The bill takes effect upon
  1 17 enactment and is retroactively applicable to orders, decrees,
  1 18 or judgments entered or pending before July 1, 1997, that
  1 19 provide for support of a child for college, university, or
  1 20 community college expenses.
