Section 321.423, subsection 2, paragraph g, 1 2 Code 2005, is amended to read as follows: 1 3 g.AFlashing red and amber warning lights on a school bus 1 4 as described in section 321.372, and a white flashing strobe 1 5 light mounted on a school bus as permitted under section 1 6 321.373, subsection 7. 1 7 Sec. 2. Section 321.423, subsection 2, Code 2005, is 1 8 amended by adding the following new paragraph: 1 9 NEW PARAGRAPH. h. A flashing amber light is permitted on 1 10 a towing or recovery vehicle, a utility maintenance vehicle, a 1 11 municipal maintenance vehicle, a highway maintenance vehicle, 1 12 or a vehicle operated in accordance with subsection 6 or 1 13 section 321.398 or 321.453. 1 14 Sec. 3. Section 321.451, subsection 1, paragraph a, Code 1 15 2005, is amended to read as follows: 1 16 a. An ambulance,orfire vehicle,orrescue vehicle, or 1 17 towing or recovery vehicle. 1 18 Sec. 4. Section 321.451, subsection 2, Code 2005, is 1 19 amended to read as follows: 1 20 2. The application for a certificate of designation must 1 21 include the nameand occupationof the owner of the vehicle, 1 22 vehicle identification information, a description of the 1 23 vehicle's equipment, and a description ofthe use of the 1 24 vehicle when its red light is flashing, and a photograph 1 25 showing a side view of the vehiclehow the vehicle will be 1 26 used as an authorized emergency vehicle. 1 27 EXPLANATION 1 28 This bill specifies that the flashing light used on a 1 29 towing or recovery vehicle or a utility, municipal, or highway 1 30 maintenance vehicle must be amber in color. In addition, the 1 31 bill provides that a privately owned towing or recovery 1 32 vehicle may be designated by the state department of 1 33 transportation as an authorized emergency vehicle. Such a 1 34 vehicle displays a flashing red or white light during an 1 35 emergency, or a flashing blue light when authorized for use by 2 1 a fire department. 2 2 The bill also makes technical amendments to current 2 3 provisions relating to the permissible use of flashing lights 2 4 on motor vehicles. 2 5 LSB 1462HH 81 2 6 dea/gg/14
