1 An Act creating a special colorectal cancer awareness motor
2 vehicle registration plate, establishing fees, and making an
3 appropriation.

1 1 Section 1. Section 321.34, Code 2005, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 24. COLORECTAL CANCER AWARENESS PLATES.
1 4 a. Upon application and payment of the proper fees, the
1 5 director may issue colorectal cancer awareness plates to an
1 6 owner of a type of motor vehicle referred to in subsection 12.
1 7 b. Colorectal cancer awareness plates shall bear an emblem
1 8 containing the colorectal cancer blue star symbol, to be
1 9 designed by the department in consultation with voices of
1 10 Iowa, the Iowa affiliate of the colon cancer alliance.
1 11 c. The special fee for letter number designated colorectal
1 12 cancer awareness plates is thirty=five dollars. The fee for
1 13 personalized colorectal cancer awareness plates is twenty=five
1 14 dollars, which shall be paid in addition to the special
1 15 colorectal cancer awareness fee of thirty=five dollars. The
1 16 fees collected by the director under this subsection shall be
1 17 paid monthly to the treasurer of state and credited to the
1 18 road use tax fund. Notwithstanding section 423.43, and prior
1 19 to the crediting of revenues to the road use tax fund under
1 20 section 423.43, subsection 1, paragraph "b", the treasurer of
1 21 state shall transfer monthly from those revenues to the Iowa
1 22 department of public health the amount of the special fees
1 23 collected in the previous month for the colorectal cancer
1 24 awareness plates and such funds are appropriated to the Iowa
1 25 department of public health to be used for projects that
1 26 promote colorectal cancer awareness and screenings.
1 27 Notwithstanding section 8.33, moneys transferred under this
1 28 subsection shall not revert to the general fund of the state.
1 29 d. Upon receipt of the special registration plates, the
1 30 applicant shall surrender the current registration plates to
1 31 the county treasurer. The county treasurer shall validate the
1 32 special registration plates in the same manner as regular
1 33 registration plates are validated under this section. The
1 34 annual special colorectal cancer awareness fee for letter
1 35 number designated plates is ten dollars, which shall be paid
2 1 in addition to the regular annual registration fee. The
2 2 annual fee for personalized colorectal cancer awareness plates
2 3 is five dollars, which shall be paid in addition to the annual
2 4 special colorectal cancer awareness fee and the regular annual
2 5 registration fee. The annual special colorectal cancer
2 6 awareness fee shall be credited and transferred as provided
2 7 under paragraph "c".
2 8 EXPLANATION
2 9 This bill creates a special colorectal cancer awareness
2 10 motor vehicle registration plate bearing an emblem with the
2 11 colorectal cancer blue star symbol, to be designed by the
2 12 state department of transportation in consultation with voices
2 13 of Iowa, an affiliate of the colon cancer alliance. The plate
2 14 will be issued for a special fee of $35, plus an additional
2 15 $25 for a personalized plate. The annual special renewal fee,
2 16 which is in addition to the regular annual registration fee
2 17 for the vehicle, is $10, plus an additional $5 for
2 18 personalized plates. Moneys from the $35 special plate
2 19 issuance fee and the $10 special plate renewal fee are
2 20 appropriated to the Iowa department of public health to be
2 21 used to promote colorectal cancer awareness and screenings.
