SEX OFFENDER REGISTRY DATABASE TASK FORCE. 1 2 1. The department of administrative services is directed 1 3 to create a sex offender registry database task force to 1 4 develop a plan to integrate state government databases for the 1 5 purpose of updating addresses of persons on the sex offender 1 6 registry so that local law enforcement agencies have access to 1 7 more timely and accurate address information regarding sex 1 8 offenders. The state government database proposed for 1 9 development by the task force shall not be considered a 1 10 replacement of any other databases used to track sex offenders 1 11 pursuant to chapter 692A. The department shall provide staff 1 12 support to the task force, and the task force may utilize 1 13 staff support and other assistance provided to the task force 1 14 by other departments or associations. Members of the task 1 15 force shall include representatives of the following state 1 16 agencies or associations: 1 17 a. Department of administrative services. 1 18 b. Department of public safety. 1 19 c. Department of transportation. 1 20 d. Department of workforce development. 1 21 e. Department of human services. 1 22 f. Department of education. 1 23 g. Department of justice. 1 24 h. Iowa state sheriffs' and deputies' association. 1 25 i. Iowa association of chiefs of police and peace 1 26 officers. 1 27 2. The task force may consult with other public and 1 28 private agencies and may seek expertise from a national 1 29 organization. 1 30 3. The duties of the task force shall include the 1 31 following: 1 32 a. Study the feasibility of developing an integrated state 1 33 government database system designed to share sex offender 1 34 registry information with local law enforcement agencies. 1 35 b. Establish an organizational structure for such a 2 1 system. 2 2 c. Analyze any fiscal impact of such a system on the state 2 3 and political subdivisions of the state. 2 4 d. Review related confidentiality and legal issues. 2 5 e. Develop cost=effective methods of sharing sex offender 2 6 registry information with local law enforcement agencies after 2 7 an integrated system is put into place. 2 8 4. The task force shall file a progress report with the 2 9 executive branch and the general assembly by July 1, 2006. 2 10 EXPLANATION 2 11 This bill establishes a sex offender registry database task 2 12 force within the department of administrative services. Under 2 13 the bill, the task force is to develop a plan to integrate 2 14 state government databases for the purpose of updating 2 15 addresses of persons on the sex offender registry so that 2 16 local law enforcement agencies have access to more timely and 2 17 accurate address information regarding sex offenders. 2 18 The duties of the task force include studying the 2 19 feasibility of developing such an integrated state system, 2 20 establishing the system's organizational structure, analyzing 2 21 the cost of creating such a system, reviewing any related 2 22 confidentiality and legal issues, and developing cost= 2 23 effective measures regarding the sharing of any information 2 24 with local law enforcement agencies. 2 25 The task force shall file a progress report with the 2 26 executive branch and the general assembly by July 1, 2006. 2 27 Members of the task force shall include representatives of 2 28 the following state agencies or associations: department of 2 29 administrative services; department of public safety; 2 30 department of transportation; department of workforce 2 31 development; department of human services; department of 2 32 education; department of justice; the Iowa state sheriffs' and 2 33 deputies' association; and the Iowa association of chiefs of 2 34 police and peace officers. 2 35 LSB 2527HV 81 3 1 jm:rj/gg/14
