  1  1    Section 1.  TRANSITION TO COUNTY=ADMINISTERED SERVICES ==
  1  2 VITAL RECORDS.
  1  3    1.  The Iowa department of public health and county
  1  4 officials shall develop a plan to transfer the
  1  5 responsibilities of the state bureau of health statistics
  1  6 relating to vital records to county registrars by July 1,
  1  7 2007.
  1  8    2.  The plan shall include, as an initial phase in the
  1  9 transfer, authorization for county registrars to possess
  1 10 records of all of the following by July 1, 2006, in addition
  1 11 to records which county registrars are currently authorized to
  1 12 possess:
  1 13    a.  Single=parent births prior to July 1, 1995.
  1 14    b.  Adoptions.
  1 15    c.  Births, deaths, and marriages between the years 1921
  1 16 and 1941.
  1 17    3.  The Iowa department of public health shall submit the
  1 18 plan for transfer of responsibilities to the governor and the
  1 19 general assembly no later than January 1, 2006.
  1 20                           EXPLANATION
  1 21    This bill directs the Iowa department of public health and
  1 22 county officials to develop a plan to transfer the
  1 23 responsibilities of the state bureau of health statistics
  1 24 relating to vital records to county registrars by July 1,
  1 25 2007.  The plan is required to include authorization for
  1 26 county registrars to possess by July 1, 2006, as an initial
  1 27 phase in the transfer, records of single=parent births
  1 28 occurring prior to July 1, 1995; adoptions; and births,
  1 29 deaths, and marriages occurring between the years 1921 and
  1 30 1941.  The bill directs the department to submit the plan for
  1 31 transfer of responsibilities to the governor and the general
  1 32 assembly no later than January 1, 2006.
