1 1 Section 1. NEW SECTION. 15E.321 ECONOMIC DEVELOPMENT
1 2 INTERNSHIP PROGRAM.
1 3 1. The department shall establish and administer an
1 4 economic development internship program. The program shall
1 5 match students at universities under the control of the state
1 6 board of regents and at community colleges with local and
1 7 state public sector employers for purposes of providing the
1 8 students with a deliberate learning experience through a
1 9 short=term, supervised work experience in the major academic
1 10 field of the student.
1 11 2. The department shall develop and distribute a program
1 12 application form for students and public sector employers.
1 13 The program application form shall be designed to maximize the
1 14 efficiency of matching students with employers that would
1 15 provide the most appropriate learning experiences for the
1 16 students.
1 17 3. A public sector employer may be matched with more than
1 18 one intern in a year. The department shall be matched with at
1 19 least six interns each year.
1 20 4. The department shall establish procedures for accepting
1 21 and assessing program applications and for making matches
1 22 between students and public sector employers.
1 23 Sec. 2. NEW SECTION. 15E.322 ECONOMIC DEVELOPMENT
1 24 INTERNSHIP FUND.
1 25 1. An economic development internship fund is created in
1 26 the state treasury under the control of the department and
1 27 consisting of any moneys appropriated by the general assembly
1 28 and any other moneys available to and obtained or accepted by
1 29 the department for placement in the fund.
1 30 2. The fund shall be used to provide payments to interns
1 31 matched with a public sector employer. An intern shall not
1 32 receive more than two thousand dollars from the fund per
1 33 fiscal year. A public sector employer shall pay the intern an
1 34 amount matching the amount paid from the fund.
1 35 3. Moneys in the fund are not subject to section 8.33.
2 1 Notwithstanding section 12C.7, interest or earnings on moneys
2 2 in the fund shall be credited to the fund.
2 3 Sec. 3. NEW SECTION. 15E.323 APPROPRIATION.
2 4 For the fiscal period beginning July 1, 2005, and ending
2 5 June 30, 2010, there is appropriated one million dollars each
2 6 fiscal year from the grow Iowa values fund to the department
2 7 for deposit in the economic development internship fund
2 8 created in section 15E.322.
2 9 Sec. 4. CONTINGENT EFFECTIVE DATE. This Act takes effect
2 10 upon the enactment of legislation creating a grow Iowa values
2 11 fund by the general assembly during the 2005 legislative
2 12 session.
2 13 EXPLANATION
2 14 This bill creates an economic development internship
2 15 program and fund.
2 16 The bill requires the department of economic development to
2 17 establish and administer an economic development internship
2 18 program. The bill provides that the program shall match
2 19 students at universities under the control of the state board
2 20 of regents and at community colleges with local and state
2 21 public sector employers for purposes of providing the students
2 22 with a deliberate learning experience through a short=term,
2 23 supervised work experience in the major academic field of the
2 24 student. The bill requires the department to develop and
2 25 distribute a program application form for students and public
2 26 sector employers designed to maximize the efficiency of
2 27 matching students with employers that would provide the most
2 28 appropriate learning experiences for the students. The bill
2 29 allows a public sector employer to be matched with more than
2 30 one intern in a year. The bill requires the department of
2 31 economic development to be matched with at least six interns
2 32 each year. The bill requires the department to establish
2 33 procedures for accepting and assessing program applications
2 34 and for making matches between students and public sector
2 35 employers.
3 1 The bill creates an economic development internship fund in
3 2 the state treasury under the control of the department. The
3 3 bill provides that the fund shall be used to provide payments
3 4 to interns matched with a public sector employer. The bill
3 5 limits an intern to the receipt of not more than $2,000 from
3 6 the fund per fiscal year. The bill requires a public sector
3 7 employer to pay the intern an amount matching the amount paid
3 8 from the fund.
3 9 For the fiscal period beginning July 1, 2005, and ending
3 10 June 30, 2010, the bill appropriates $1 million each fiscal
3 11 year from the grow Iowa values fund to the department of
3 12 economic development for deposit in the economic development
3 13 internship fund.
3 14 The bill takes effect upon the enactment of legislation
3 15 creating a grow Iowa values fund by the general assembly
3 16 during the 2005 legislative session.
