A BILL FOR
1 An Act requiring the state board of regents to periodically
2 review and establish best practices, guidelines, and
3 expectations relating to student=athlete academic excellence,
4 conduct, and recruiting visits.
5 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. Section 262.9, Code 2005, is amended by adding
1 2 the following new subsection:
1 3 NEW SUBSECTION. 31. Periodically review college student=
1 4 athlete graduation rates, athlete conduct, recruitment
1 5 practices, and discipline procedures at its institutions of
1 6 higher education, along with policies that address those
1 7 issues. Upon completion of each review, the board shall
1 8 establish best practices to improve student=athlete graduation
1 9 rates and promote academic excellence, guidelines for
1 10 disciplinary procedures, and, at a minimum, clear expectations
1 11 of student=athlete conduct and the conduct of students and
1 12 university officials involved with student=athlete recruiting
1 13 visits during such visits.
1 14 Sec. 2. REPORT TO THE GENERAL ASSEMBLY == INITIAL REVIEW
1 15 AND IMPLEMENTATION OF BEST PRACTICES, GUIDELINES, AND
1 16 EXPECTATIONS. The state board of regents shall complete the
1 17 initial review required pursuant to section 262.9, subsection
1 18 31, as enacted by this Act, implement the best practices and
1 19 guidelines, and establish the expectations determined under
1 20 section 262.9, subsection 31, as enacted by this Act, and
1 21 shall submit its findings and identify the actions taken by
1 22 the board upon completion of its review, in a report to the
1 23 general assembly not later than January 15, 2007.
1 24 EXPLANATION
1 25 This bill requires the state board of regents to
1 26 periodically review college student=athlete graduation rates,
1 27 athlete conduct, recruitment practices, and discipline
1 28 procedures at its institutions of higher education, along with
1 29 policies that address those issues. The board must then
1 30 establish best practices to improve student=athlete graduation
1 31 rates and promote academic excellence, guidelines for
1 32 disciplinary procedures, and clear expectations for student=
1 33 athlete conduct and the conduct of students and university
1 34 officials involved with student=athlete recruiting visits
1 35 during such visits.
2 1 The state board of regents must complete the initial
2 2 review; implement the best practices and guidelines, and
2 3 establish the expectations resulting from the findings from
2 4 the review; and submit its findings and identify the actions
2 5 taken by the board upon completion of its review in a report
2 6 to the general assembly not later than January 15, 2007.
