1 An Act to establish a study regarding the productivity of land
2 used for and surrounding natural gas pipelines and hazardous
3 liquid pipelines.

1 1 Section 1. PIPELINE LAND PRODUCTIVITY STUDY. The
1 2 utilities board within the utilities division of the
1 3 department of commerce shall sponsor a study in cooperation
1 4 with the department of natural resources to study the
1 5 productivity of land used for and surrounding interstate
1 6 natural gas pipelines and hazardous liquid pipelines in the
1 7 state. The utilities board and the department of natural
1 8 resources shall contract with an institution under the control
1 9 of the state board of regents to perform the study. The study
1 10 shall include a comprehensive analysis of soil compaction,
1 11 soil mixing, ground temperature, and topsoil loss as they
1 12 relate to the construction of pipelines in this state. The
1 13 study shall also include an analysis of the effect of
1 14 pipelines on crop yields, crop quality, and crop longevity.
1 15 The study may include other issues related to the productivity
1 16 of land used by and surrounding pipelines in this state as
1 17 determined by the utilities board and the department of
1 18 natural resources. The utilities board and the department of
1 19 natural resources shall submit a report of the study's
1 20 recommendations to the general assembly by January 14, 2006.
1 21 EXPLANATION
1 22 This bill relates to the establishment of a study
1 23 concerning the productivity of land used for and surrounding
1 24 interstate natural gas pipelines and hazardous liquid
1 25 pipelines in the state. The bill requires the utilities board
1 26 and the department of natural resources to contract with an
1 27 institution under the control of the state board of regents to
1 28 study the issues of soil compaction, soil mixing, ground
1 29 temperature, topsoil loss, crop yields, crop quality, and crop
1 30 longevity as impacted by the construction of pipelines. The
1 31 bill requires a report of the study's recommendations to be
1 32 submitted to the general assembly by January 14, 2006.
