  1 An Act relating to county bonding, by specifying that bridges
  2    located on secondary roads are an essential county purpose for
  3    bonding and increasing the bond amounts that qualify for a
  4    certain procedure for general county purpose bond issuance.

  1  1    Section 1.  Section 331.441, subsection 2, paragraph b,
  1  2 subparagraph (2), Code 2005, is amended to read as follows:
  1  3    (2)  Bridges on highways or parts of highways which are
  1  4 located along the corporate limits of cities and are partly
  1  5 within and partly without the limits and are in whole or in
  1  6 part secondary roads.
  1  7    Sec. 2.  Section 331.442, subsection 5, paragraph a,
  1  8 subparagraphs (1) through (3), Code 2005, are amended to read
  1  9 as follows:
  1 10    (1)  In counties having a population of twenty thousand or
  1 11 less, in an amount of not more than fifty four hundred
  1 12 thousand dollars.
  1 13    (2)  In counties having a population of over twenty
  1 14 thousand and not over fifty thousand, in an amount of not more
  1 15 than one seven hundred thousand dollars.
  1 16    (3)  In counties having a population of over fifty
  1 17 thousand, in an amount of not more than one hundred fifty
  1 18 thousand million dollars.
  1 19                           EXPLANATION
  1 20    This bill relates to county bonding.  The bill specifies
  1 21 that bridges which are located on secondary roads qualify as
  1 22 an essential county purpose.  The bill also raises the bond
  1 23 amounts based upon county population for the issuance of
  1 24 general county purpose bonds.  A county board of supervisors
  1 25 may, in lieu of calling an election to authorize the bonds,
  1 26 follow the notice procedures under Code section 331.442,
  1 27 subsection 5, for the issuance of such bonds.
