  1  1    Section 1.  Section 321.34, subsection 10A, Code 2005, is
  1  2 amended to read as follows:
  1  3    10A.  EMERGENCY MEDICAL SERVICES PLATES.
  1  4    a.  The owner of a motor vehicle subject to registration
  1  5 pursuant to section 321.109, subsection 1, motor truck, motor
  1  6 home, multipurpose vehicle, motorcycle, trailer, or travel
  1  7 trailer referred to in subsection 12 who is a current member
  1  8 of a paid or volunteer emergency medical services agency may,
  1  9 upon written application to the department, order special
  1 10 registration plates, designed by the department in cooperation
  1 11 with representatives designated by the Iowa emergency medical
  1 12 services association, which plates signify that the applicant
  1 13 is a current member of a paid or volunteer emergency medical
  1 14 services agency.  The application shall be approved by the
  1 15 department, in consultation with representatives designated by
  1 16 the Iowa emergency medical services association, and the
  1 17 special registration plates shall be issued to the applicant
  1 18 in exchange for the registration plates previously issued to
  1 19 the person.
  1 20    b.  The fee for the special plates shall be twenty=five is
  1 21 thirty=five dollars which shall be is in addition to the
  1 22 regular annual registration fee.  The department shall
  1 23 validate the special plates in the same manner as regular
  1 24 registration plates are validated under this section at the
  1 25 regular annual registration fee.
  1 26    c.  The special fees collected by the director under this
  1 27 subsection shall be paid monthly to the treasurer of state and
  1 28 credited to the road use tax fund.  Notwithstanding section
  1 29 423.43, and prior to the crediting of revenues to the road use
  1 30 tax fund under section 423.43, subsection 1, paragraph "b",
  1 31 the treasurer of state shall transfer monthly to the emergency
  1 32 medical services fund created in section 135.25 an amount
  1 33 equal to ten dollars from each thirty=five dollar fee
  1 34 collected in the previous month for issuance of special
  1 35 emergency medical services plates.
  2  1                           EXPLANATION
  2  2    This bill increases the fee for special emergency medical
  2  3 services motor vehicle registration plates from $25 to $35.
  2  4 This is a one=time fee for issuance of the plates.  The plates
  2  5 are available to current members of paid or volunteer
  2  6 emergency medical services agencies.
  2  7    The bill directs the treasurer of state to transfer monthly
  2  8 from motor vehicle use taxes to the emergency medical services
  2  9 fund administered by the Iowa department of public health an
  2 10 amount equal to $10 from each $35 fee collected.  The fund
  2 11 provides matching funds and grants to counties for emergency
  2 12 medical services purposes including equipment, education, and
  2 13 training.
