  1 34 EXPLANATION
1 35 This bill allows the natural resource commission to
2 1 establish a special late season deer hunt.
2 2 The bill provides that the commission may establish a
2 3 special season deer hunt for antlerless deer in those counties
2 4 where paid antlerless only deer hunting licenses remain
2 5 available for issuance. Deer may be taken during the special
2 6 season with a shotgun, muzzleloading rifle or pistol, handgun,
2 7 or bow. Prior to December 15, a resident may obtain up to
2 8 three such licenses for the special season regardless of how
2 9 many paid or free gun or bow deer hunting licenses the person
2 10 may have already obtained. Beginning December 15, a resident
2 11 or nonresident may purchase an unlimited number of the
2 12 licenses for the special season so long as the quotas
2 13 established by the commission for the issuance of such
2 14 licenses remain unfilled. The fee for a license issued
2 15 pursuant to this section is $10 for residents.
2 16 The daily bag limit and possession limit during the special
2 17 season is one deer per license and the tagging requirements
2 18 are the same as for the regular gun season.
2 19 A person may receive a license pursuant to this new
2 20 provision so long as the person is otherwise qualified to hunt
2 21 deer in this state and has a hunting license and pays the
  2 22 wildlife habitat fee.
2 23 A person who violates the new provision or a rule adopted
2 24 pursuant thereto is guilty of a simple misdemeanor punishable
  2 25 with a scheduled fine of $100.
