1 1 Section 1. NEW SECTION. 283A.4A MEDICAL ASSISTANCE AND
1 2 HEALTHY AND WELL KIDS IN IOWA PROGRAMS == IDENTIFICATION AND
1 3 ENROLLMENT ASSISTANCE.
1 4 In accordance with the federal Agricultural Risk Protection
1 5 Act of 2000, Pub. L. No. 106=224, subtitle E, the director of
1 6 the department of education shall utilize the applications for
1 7 school breakfast or lunch programs, for which federal funding
1 8 is provided, to identify and provide assistance to children
1 9 for enrollment in the medical assistance program pursuant to
1 10 chapter 249A or the healthy and well kids in Iowa program
1 11 pursuant to chapter 514I. Unless an applicant declines the
1 12 sharing of application information, school districts shall
1 13 share the application information with the department of human
1 14 services by providing the department with a copy of the
1 15 completed application form or providing sufficient information
1 16 from the completed application form to the department to allow
1 17 the department to identify and provide assistance to applicant
1 18 children.
1 19 Sec. 2. Section 514I.7, subsection 2, Code 2005, is
1 20 amended by adding the following new paragraph:
1 21 NEW PARAGRAPH. p. Assist the department of education in
1 22 developing a procedure in compliance with the federal
1 23 Agricultural Risk Protection Act of 2000, Pub. L. No. 106=224,
1 24 subtitle E, to utilize the applications for school breakfast
1 25 or lunch programs, as defined in section 283A.1, to identify
1 26 and provide assistance to children for enrollment in the
1 27 medical assistance or hawk=i program pursuant to section
1 28 283A.4A. The procedure shall include a process for school
1 29 districts to share the application information with the
1 30 department of human services by providing a copy of the
1 31 completed application form to the department or by providing
1 32 sufficient information from the completed application form to
1 33 the department to allow the department to identify and provide
1 34 assistance to applicant children, unless the applicant
1 35 declines the sharing of application information with the
2 1 department. The administrative contractor shall also provide
2 2 program applications and other program information to the
2 3 department of education in implementing this provision.
2 4 EXPLANATION
2 5 This bill directs the department of education to utilize
2 6 the applications for the school breakfast or lunch program for
2 7 which federal funding is provided, to identify and provide
2 8 assistance to children for enrollment in the medical
2 9 assistance (Medicaid) or healthy and well kids in Iowa (hawk=
2 10 i) program. The bill provides that unless an applicant
2 11 declines the sharing of application information, school
2 12 districts are to share the application information with the
2 13 department of human services by providing the department with
2 14 a copy of the completed application form or by providing
2 15 sufficient information from the completed application form to
2 16 the department to allow the department to identify and provide
2 17 assistance to applicant children. The bill directs the
2 18 administrative contractor for the hawk=i program to assist the
2 19 department of education in developing a procedure to implement
2 20 this directive and also directs the administrative contractor
2 21 to provide program applications and other program information
2 22 to the department of education in implementing the directive.
