  1  1    Section 1.  Section 256.7, Code 2005, is amended by adding
  1  2 the following new subsection:
  1  3    NEW SUBSECTION.  26.  Adopt rules that establish criteria
  1  4 for approval by the director of requests made by a board of
  1  5 directors of a school district to commence classes prior to
  1  6 the earliest starting date as provided in section 279.10,
  1  7 subsection 4.
  1  8                           EXPLANATION
  1  9    This bill requires the state board of education to adopt
  1 10 rules establishing criteria for the approval by the director
  1 11 of the department of education of requests made by a board of
  1 12 directors of a school district to commence classes prior to
  1 13 the earliest school starting date allowed under law, which is
  1 14 no sooner than a day during the calendar week in which the
  1 15 first day of September falls but no later than the first
  1 16 Monday in December, unless the first day of September falls on
  1 17 a Sunday, in which case school may begin on a day during the
  1 18 calendar week which immediately precedes the first day of
  1 19 September.
