  1  1    Section 1.  ADMINISTRATIVE RULES FOR FUGITIVE DUST.  The
  1  2 department of natural resources shall amend 567 Iowa
  1  3 administrative code, rule 23.3, subrule 2, paragraph "c",
  1  4 subparagraph (1), to except grain elevator operations from the
  1  5 requirements of that provision regarding precautions to be
  1  6 taken to control the movement of fugitive dust.
  1  7                           EXPLANATION
  1  8    This bill relates to air quality=related administrative
  1  9 rules adopted by the department of natural resources.
  1 10 Currently, the rules require certain precautions to be taken
  1 11 to control the movement of fugitive dust.  Exceptions are
  1 12 provided for farming operations and dust generated by ordinary
  1 13 travel on unpaved public roads.  The bill requires the
  1 14 department to add grain elevator operations to the list of
  1 15 exceptions for which certain precautions do not have to be
  1 16 taken.
