1 1 Section 1. PRESCRIPTION DRUG PURCHASING COOPERATIVE ==
1 2 TASK FORCE == REPORT.
1 3 1. The Iowa department of public health shall convene a
1 4 task force to determine the feasibility of establishing a
1 5 prescription drug purchasing cooperative. The task force
1 6 shall consider the feasibility of the establishment of an
1 7 interstate prescription drug purchasing cooperative or the
1 8 establishment of any other type of purchasing cooperative that
1 9 results in the provision of prescription drugs to Iowans at a
1 10 reduced cost.
1 11 2. The task force shall consist of all of the following
1 12 voting members:
1 13 a. The director of public health, or the director's
1 14 designee.
1 15 b. The director of human services, or the director's
1 16 designee.
1 17 c. The director of the department of elder affairs, or the
1 18 director's designee.
1 19 d. The director of the department of management, or the
1 20 director's designee.
1 21 e. The director of the department of personnel, or the
1 22 director's designee.
1 23 f. Four members of the general assembly.
1 24 3. a. The legislative members of the task force shall be
1 25 appointed by the majority leader of the senate, after
1 26 consultation with the president of the senate and the minority
1 27 leader of the senate, and by the speaker of the house of
1 28 representatives, after consultation with the majority leader
1 29 and the minority leader of the house of representatives. The
1 30 legislative appointments shall comply with sections 69.16 and
1 31 69.16A.
1 32 b. Vacancies on the task force shall be filled by the
1 33 original appointing authority and in the manner of the
1 34 original appointments.
1 35 4. The task force shall elect a chairperson. A majority
2 1 of the members of the task force shall constitute a quorum. A
2 2 majority vote of those members present shall be required for
2 3 any action of the task force. The Iowa department of public
2 4 health and the department of human services shall cooperate in
2 5 providing staffing for the task force.
2 6 5. All of the following shall act as advisors to the task
2 7 force:
2 8 a. The chairperson of the board of pharmacy examiners, or
2 9 the chairperson's designee.
2 10 b. The chairperson of the board of medical examiners, or
2 11 the chairperson's designee.
2 12 c. One person who is a representative of pharmaceutical
2 13 manufacturers, selected by the pharmaceutical research and
2 14 manufacturers of America.
2 15 d. One person who is a representative of the Iowa pharmacy
2 16 association, selected by the Iowa pharmacy association.
2 17 e. One person who is a representative of the Iowa medical
2 18 society, selected by the Iowa medical society.
2 19 6. The task force shall submit bimonthly progress reports
2 20 of its findings and recommendations regarding the
2 21 establishment of a prescription drug purchasing cooperative to
2 22 the government oversight committee. The task force shall also
2 23 submit a final report of its findings and recommendations to
2 24 the governor and the general assembly no later than December
2 25 15, 2005.
2 26 EXPLANATION
2 27 This bill directs the Iowa department of public health to
2 28 convene a task force to determine the feasibility of
2 29 establishing a prescription drug purchasing cooperative. The
2 30 task force is to consider the establishment of an interstate
2 31 prescription drug purchasing cooperative or the establishment
2 32 of any other type of purchasing cooperative that results in
2 33 the provision of prescription drugs to Iowans at a reduced
2 34 cost.
2 35 The bill specifies the voting membership of the task force
3 1 and advisors to the task force. The bill directs the task
3 2 force to submit bimonthly progress reports of its findings and
3 3 recommendations to the government oversight committee, and to
3 4 submit a final report to the governor and the general assembly
3 5 no later than December 15, 2005.
