  1  1    Section 1.  NEW SECTION.  69.16B  MINORITY REPRESENTATION.
  1  2    All appointive boards, commissions, committees, and
  1  3 councils of the state established by the Code if not otherwise
  1  4 provided by law shall, in the aggregate, provide for minority
  1  5 representation.  A person shall not be appointed or
  1  6 reappointed to any board, commission, committee, or council
  1  7 established by the Code if that appointment or reappointment
  1  8 would cause the percentage of total members of all boards,
  1  9 commissions, committees, and councils subject to this section,
  1 10 of a particular minority, to be less than the percentage of
  1 11 that minority of the total population of the state based upon
  1 12 the most recent federal decennial census.  All appointing
  1 13 authorities of boards, commissions, committees, and councils
  1 14 subject to this section shall consult with one another to
  1 15 avoid a violation of this section.  For purposes of this
  1 16 section, "minority" means a minority person as defined in
  1 17 section 15.102.
  1 18                           EXPLANATION
  1 19    This bill provides that all appointive boards, commissions,
  1 20 committees, and councils established by the Code shall provide
  1 21 for minority representation.  The bill provides that no person
  1 22 shall be appointed to any board, commission, committee, or
  1 23 council if that appointment would cause the percentage of
  1 24 total members of all boards, commissions, committees, and
  1 25 councils to be less than the percentage of that particular
  1 26 minority of the population of the state based upon the last
  1 27 census.  A minority person means an individual who is a Black,
  1 28 Hispanic, Asian or Pacific Islander, American Indian, or
  1 29 Alaskan native American.
