1 1 Section 1. Section 331.433, subsection 1, paragraph a,
1 2 Code 2005, is amended to read as follows:
1 3 a. The proposed expenditures of the office or department
1 4 for the next fiscal year, including the amounts proposed to be
1 5 expended by an appointive officer or board for additional
1 6 employees to be hired.
1 7 Sec. 2. Section 331.433, subsection 2, Code 2005, is
1 8 amended to read as follows:
1 9 2. On or before January 20 of each year, the auditor or
1 10 other designated official shall compile the various office and
1 11 department estimates and submit them to the board. In the
1 12 preparation of the county budget the board may consult with
1 13 any officer or department concerning the estimates and
1 14 requests and may adjust the requests for any county office or
1 15 department. The board may impose restrictions on the number
1 16 of additional employees an appointive officer or board may
1 17 hire in any given fiscal year and adjust the officer's or
1 18 board's request accordingly.
1 19 EXPLANATION
1 20 This bill gives the county board of supervisors additional
1 21 authority over county appointed officers and boards. Under
1 22 the bill, appointed officers and boards are required to submit
1 23 information on the number of new hires to be made in the next
1 24 fiscal year. The board may restrict the number of new hires
1 25 and adjust the officer's or board's request for moneys
1 26 accordingly.
