1 An Act providing for the establishment of a committee to examine
2 alternatives and develop an implementation plan regarding
3 adoption of an integrated state fire code.

1 1 Section 1. STATE FIRE CODE == ADVISORY COMMITTEE
1 2 ESTABLISHED.
1 3 1. The division of fire protection in the department of
1 4 public safety shall establish a state fire code advisory
1 5 committee. The state fire marshal shall serve as chairperson
1 6 of the committee. Members shall include a representative of
1 7 each of the following, appointed by the respective entity or
1 8 that entity's successor, or, in the case of members appointed
1 9 pursuant to paragraphs "b" through "e", appointed by the state
1 10 fire marshal:
1 11 a. The state fire service and emergency response council.
1 12 b. State and local building inspectors.
1 13 c. A licensed engineer.
1 14 d. A licensed architect.
1 15 e. The homebuilding industry.
1 16 f. The Iowa association of professional fire chiefs.
1 17 g. The department of inspections and appeals.
1 18 h. The state fire marshal association.
1 19 The chairperson may designate additional entities for
1 20 inclusion on the committee.
1 21 2. Members shall serve staggered terms of two years.
1 22 Appointments of members of the committee shall comply with
1 23 sections 69.16 and 69.16A. Vacancies shall be filled by the
1 24 original appointing authority and in the manner of the
1 25 original appointment.
1 26 3. Members shall receive actual expenses incurred while
1 27 serving in their official capacity and may also be eligible to
1 28 receive compensation as provided in section 7E.6. A majority
1 29 of the members of the committee shall constitute a quorum.
1 30 4. The advisory committee shall review existing fire
1 31 safety and building codes, identify instances where codes have
1 32 become out=of=date or where conflicts exist between various
1 33 codes, consider the advantages to be gained from an integrated
1 34 fire and building code, and make recommendations for the
1 35 implementation of an integrated state fire code. The
2 1 committee shall submit a report of its recommendations to the
2 2 members of the general assembly by January 1, 2007.
2 3 EXPLANATION
2 4 This bill provides for the formation of an advisory
2 5 committee to examine alternatives and develop an
2 6 implementation plan regarding adoption of an integrated state
2 7 fire code.
2 8 The bill provides that the committee shall be established
2 9 by the division of fire protection in the department of public
2 10 safety, with the state fire marshal serving as chairperson.
2 11 The bill provides that members shall include representatives
2 12 from the state and local building inspectors, licensed
2 13 engineers and architects, the homebuilding industry, the Iowa
2 14 association of professional fire chiefs, the state fire
2 15 service and emergency response council, the department of
2 16 inspections and appeals, the state fire marshal association,
2 17 and additional entities as designated by the chairperson.
2 18 The bill provides that the committee shall review existing
2 19 fire safety and building codes, identify instances where codes
2 20 have become out=of=date or where conflicts exist between
2 21 various codes, consider the advantages to be gained from an
2 22 integrated fire and building code, and make recommendations
2 23 for the implementation of an integrated state fire code. The
