1 An Act relating to and providing appropriations for early
2 childhood programs.
3 BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:

1 1 Section 1. DEPARTMENT OF EDUCATION. There is appropriated
1 2 from the general fund of the state to the department of
1 3 education for the fiscal year beginning July 1, 2005, and
1 4 ending June 30, 2006, the following amounts, or so much
1 5 thereof as is necessary, to be used for the purposes
1 6 designated:
1 7 1. To develop a voluntary statewide set of early learning
1 8 standards for three=year=olds and four=year=olds enrolled in a
1 9 preschool program funded by state or federal dollars and to
1 10 provide professional development to preschool program staff
1 11 regarding the early learning standards and other related
1 12 issues:
1 13 .................................................. $ 604,500
1 14 2. For deposit in the school ready children grants account
1 15 of the Iowa empowerment fund created in section 28.9:
1 16 .................................................. $ 4,465,156
1 17 3. For at=risk children programs in addition to the
1 18 funding appropriated for this purpose in section 279.51,
1 19 subsection 1:
1 20 .................................................. $ 20,000,000
1 21 The moneys appropriated in this subsection shall be
1 22 allocated for the purposes described in section 279.51,
1 23 subsection 1, paragraph "b", and for administrative costs as
1 24 provided in section 279.51, subsection 1, paragraph "d".
1 25 Sec. 2. DEPARTMENT OF HUMAN SERVICES. There is
1 26 appropriated from the general fund of the state to the
1 27 department of human services for the fiscal year beginning
1 28 July 1, 2005, and ending June 30, 2006, the following amount,
1 29 or so much thereof as is necessary, to be used for the
1 30 purposes designated:
1 31 For the state child care assistance program, including
1 32 implementing expanded income eligibility for the program and a
1 33 revised reimbursement methodology, as authorized in law, and
1 34 for design and implementation of a child care quality rating
1 35 system:

2 2 Sec. 3. DEPARTMENT OF MANAGEMENT. There is appropriated
2 3 from the general fund of the state to the department of
2 4 management for the fiscal year beginning July 1, 2005, and
2 5 ending June 30, 2006, the following amount, or so much thereof
2 6 as is necessary, to be used for the purpose designated:
2 7 For the community empowerment office to improve
2 8 coordination of early care and health and education systems:
2 9 .................................................. $ 500,000
2 10 EXPLANATION
2 11 This bill relates to and provides appropriations for early
2 12 childhood programs.
2 13 The bill makes appropriations for early childhood
2 14 initiatives to the department of education for design and
2 15 implementation of Iowa early learning standards, additional
2 16 school ready children grant funding under the community
2 17 empowerment initiative, and additional at=risk children
2 18 funding; to the department of human services for
2 19 implementation of a child care quality rating system and for
2 20 state child care assistance program eligibility expansion and
2 21 reimbursement methodology changes; and to the department of
2 22 management for the community empowerment office.
