  1  1    Section 1.  Section 805.8A, subsection 14, paragraph f,
  1  2 Code 2005, is amended to read as follows:
  1  3    f.  Proof of financial responsibility.  If, in connection
  1  4 with a motor vehicle accident, a person is charged and found
  1  5 guilty of a violation of section 321.20B, subsection 1, the
  1  6 scheduled fine is five hundred dollars; otherwise, the
  1  7 scheduled fine for a violation of section 321.20B, subsection
  1  8 1, is two hundred fifty dollars.  Notwithstanding section
  1  9 805.12, fines collected pursuant to this paragraph shall be
  1 10 submitted to the state court administrator and distributed
  1 11 fifty percent to the victim compensation fund established in
  1 12 section 915.94, twenty=five percent to the county in which
  1 13 such fine is imposed, and twenty=five percent to the general
  1 14 fund of the state.  However, if the violation occurred within
  1 15 a city, then one=half of the county's portion of the fine
  1 16 shall be distributed to the city where the violation occurred.
  1 17                           EXPLANATION
  1 18    This bill changes the distribution of the fine imposed for
  1 19 operating a motor vehicle without proof of financial liability
  1 20 coverage.  The bill requires that one=half of the county's
  1 21 portion of the fine be distributed to the city where the
  1 22 violation occurred.  Under current law, 50 percent of the fine
  1 23 is deposited into the victim compensation fund, 25 percent of
  1 24 the fine goes to the county where the violation occurred, and
  1 25 25 percent goes to the general fund of the state.
