  1  1    Section 1.  Section 8.57, subsection 6, Code 2005, is
  1  2 amended by adding the following new paragraph:
  1  3    NEW PARAGRAPH.  h.  The general assembly finds that the
  1  4 rehabilitation, care, and supervision of children with
  1  5 challenging needs who have been adjudicated as delinquent or
  1  6 as a child in need of assistance are important priorities for
  1  7 Iowa; that the Iowa juvenile home and the state training
  1  8 school comprising the state juvenile institutions are vital
  1  9 assets for meeting the needs of these children; and that
  1 10 supporting and expanding the service capacity of the state
  1 11 juvenile institutions is a good public investment.
  1 12 Consequently, priority shall be given to fully funding the
  1 13 infrastructure needs identified at the state juvenile
  1 14 institutions for a specific fiscal year or fiscal period in
  1 15 the appropriations made from the rebuild Iowa infrastructure
  1 16 fund and the vertical infrastructure fund created in section
  1 17 8.57B for the fiscal year or fiscal period.
  1 18                           EXPLANATION
  1 19    This bill establishes a priority for provision of
  1 20 infrastructure funding for the Iowa juvenile home and the
  1 21 state training school.
  1 22    Code section 8.57, relating to funding for the cash reserve
  1 23 fund and establishing the rebuild Iowa infrastructure fund
  1 24 (RIIF), is amended.  The bill states legislative findings
  1 25 regarding the importance of the Iowa juvenile home at Toledo
  1 26 and the state training school at Eldora that comprise the
  1 27 state juvenile institutions.  The bill requires that priority
  1 28 be given to fully funding the infrastructure needs at the
  1 29 state juvenile institutions in the appropriations made from
  1 30 RIIF and the vertical infrastructure fund.
