6 35 This chapter is repealed effective July 1, 2005 2007.
7 1 Sec. 9. DIRECTIONS TO THE CODE EDITOR. The Code editor
7 2 shall provide historical information to the reader explaining
7 3 the enactment, repeal, and reenactment of sections 256D.6
7 4 through 256D.8.
7 5 Sec. 10. EFFECTIVE DATE. The section of this Act amending
7 6 section 256D.9, being deemed of immediate importance, takes
7 7 effect upon enactment.
7 8 EXPLANATION
7 9 This bill reinstates language creating and funding the
7 10 school improvement technology program, and extends repeal of
7 11 the Code chapter creating the program, Code chapter 256D, to
7 12 July 1, 2007. Though the program was amended and combined
7 13 with the early intervention block grant in 1999, the basic
7 14 program was in place and funded from FY 1995=1996 through FY
7 15 2001=2002.
7 16 From the $30 million the bill appropriates statutorily for
7 17 FY 2005=2006 and 2006=2007, area education agencies (AEAs) are
7 18 allocated $150,000, to be divided among the AEAs based upon
7 19 each AEA's percentage of the total full=time equivalent
7 20 elementary and secondary teachers employed in the school
7 21 districts in this state. Fifty percent of the moneys are
7 22 distributed to school districts on a per pupil basis, with the
7 23 remainder distributed based on the proportion of students
7 24 enrolled who are eligible to receive free or reduced price
7 25 meals. The bill defines "school district" to include the Iowa
7 26 braille and sight saving school, the Iowa school for the deaf,
7 27 the Price laboratory school at the university of northern
7 28 Iowa, and the following institutions under the control of the
7 29 department of human services: the state training school, Iowa
7 30 juvenile home, Glenwood state resource center, Woodward state
7 31 resource center, and the mental health institutes in Cherokee
7 32 and Independence. However, the amount of moneys allocated to
7 33 the Glenwood state resource center, Woodward state resource
7 34 center, and the mental health institutes at Cherokee and
7 35 Independence is limited to a combined total of not more than
8 1 $20,000 for each fiscal year, to be distributed
8 2 proportionately between the four institutions.
8 3 Under the program, each district, school, or institution
8 4 must submit to the department of education and, as
8 5 appropriate, the state board of regents or the department of
8 6 human services, a technology plan that supports and improves
8 7 student achievement, demonstrates how technology will be
8 8 utilized to improve student achievement, and includes an
8 9 evaluation component. Each AEA must develop a plan to assist
8 10 school districts with technology planning and instructional
8 11 technology staff development and training. An annual progress
8 12 report must also be submitted. The bill lists the allowable
8 13 expenditures of program moneys.
8 14 The bill permits a school district to expend up to two=
8 15 thirds of the funds it receives annually under the school
8 16 improvement technology program for the Iowa early intervention
8 17 block grant program.
8 18 The bill directs the Code editor to provide historical
8 19 information explaining the enactment, repeal, and reenactment
8 20 of the Code sections creating the school improvement
8 21 technology program.
8 22 The provision extending the repeal of Code chapter 256D to
8 23 July 1, 2007, takes effect upon enactment.
