  1  1    Section 1.  Section 357H.1, subsection 1, Code 2005, is
  1  2 amended to read as follows:
  1  3    1.  The board of supervisors of a county with less than
  1  4 eighteen twenty thousand five hundred residents, based upon
  1  5 the 1990 2000 certified federal census, and with a private
  1  6 lake development shall designate an area surrounding the lake,
  1  7 if it is an unincorporated area of the county, a rural
  1  8 improvement zone upon receipt of a petition pursuant to
  1  9 section 357H.2, and upon the board's determination that the
  1 10 area is in need of improvements.
  1 11                           EXPLANATION
  1 12    This bill provides that a county with a population of less
  1 13 than 20,000 residents, based on the 2000 federal census, may
  1 14 qualify to establish a rural improvement zone.
