1 An Act relating to state aid to reimburse a portion of the
2 advanced placement examination fee for students enrolled in
3 public school districts and accredited nonpublic schools.

1 1 Section 1. NEW SECTION. 256.24 ADVANCED PLACEMENT
1 2 EXAMINATION FEE REIMBURSEMENT.
1 3 1. The board of directors of a public school district
1 4 shall reimburse a student or the parent or legal guardian of a
1 5 student enrolled in the public school district, or in an
1 6 accredited nonpublic school located within the boundaries of
1 7 the school district, at least half of the amount of the full
1 8 advanced placement examination fee the student, parent, or
1 9 legal guardian paid if the student taking the advanced
1 10 placement examination achieves a grade of three or higher on
1 11 the advanced placement five=point scale.
1 12 2. To be reimbursed in accordance with subsection 1, the
1 13 student or parent or legal guardian of a student attending an
1 14 accredited nonpublic school who paid the advanced placement
1 15 examination fee shall submit by August 15 a claim for
1 16 reimbursement and the qualifying grade to the school district.
1 17 3. By September 1 of the school year following the school
1 18 year in which the advanced placement examination fees were
1 19 paid, the school district shall submit its claims for
1 20 reimbursements paid pursuant to subsection 1 to the department
1 21 of education.
1 22 4. By October 1 of the school year following the school
1 23 year in which the advanced placement examination fees were
1 24 paid, the department of education shall distribute to each
1 25 school district, from moneys appropriated to the department
1 26 for this purpose, an amount of aid to each school district
1 27 that submitted claims as provided in subsection 3, equal to up
1 28 to one=half of the full advanced placement examination fees
1 29 paid. If the amount appropriated for purposes of this section
1 30 is insufficient to provide aid for reimbursements in full, the
1 31 department shall prorate the amount of aid provided to school
1 32 districts in accordance with this section.
1 33 5. The costs of paying advanced placement examination fees
1 34 as provided in this section shall not be included in the
1 35 computation of district cost under chapter 257, but shall be
2 1 shown in the budget as an expense from miscellaneous income.
2 2 Any moneys received by a school district for the payment of
2 3 student advanced placement examination fees under this section
2 4 shall not affect district cost limitations of chapter 257.
2 5 The moneys paid to a school district as provided in this
2 6 section are miscellaneous income as defined in section 257.2.
2 7 EXPLANATION
2 8 This bill requires the board of directors of a public
2 9 school district to reimburse a student or the parent or legal
2 10 guardian of a student enrolled in the public school district,
2 11 or in an accredited nonpublic school located within the
2 12 boundaries of the school district, at least half of the full
2 13 advanced placement examination fee the student, parent, or
2 14 legal guardian paid if the student taking the advanced
2 15 placement examination achieves a grade of three or higher on
2 16 the advanced placement five=point scale. The bill provides
2 17 for the reimbursement from moneys appropriated to the
2 18 department of education for that purpose, for up to one=half
2 19 of the full advanced placement examination fee.
2 20 To qualify for a reimbursement, the student or parent or
2 21 guardian of a student attending an accredited nonpublic school
2 22 must submit a claim and the qualifying grade to the public
2 23 school district of enrollment by August 15.
2 24 The school district must, by September 1, submit to the
2 25 department of education the claims for reimbursement.
2 26 By October 1, the department must distribute to each school
2 27 district, from moneys appropriated to the department for this
2 28 purpose, an amount of aid to a school district which the
2 29 school district shall use to pay reimbursements. If the
2 30 amount received by a school district is insufficient to pay in
2 31 full the claims submitted, the school district must prorate
2 32 the amounts to be reimbursed.
