  1  1    Section 1.  Section 15E.233, subsection 3, unnumbered
  1  2 paragraph 1, Code Supplement 2005, is amended to read as
  1  3 follows:
  1  4    An economic enterprise area shall consist of at least one
  1  5 county containing no city with a population of more than
  1  6 twenty=three twenty=seven thousand five hundred and shall meet
  1  7 at least three two of the following criteria:
  1  8    Sec. 2.  Section 15E.233, subsection 3, paragraph d, Code
  1  9 Supplement 2005, is amended by striking the paragraph.
  1 10    Sec. 3.  Section 15G.111, subsection 6, paragraph a, Code
  1 11 Supplement 2005, is amended to read as follows:
  1 12    a.  For the fiscal period beginning July 1, 2005, and
  1 13 ending June 30, 2015, there is appropriated each fiscal year
  1 14 from the grow Iowa values fund created in section 15G.108 to
  1 15 the department of economic development one million dollars for
  1 16 providing economic development region financial assistance
  1 17 under section 15E.232, subsections 3, 4, 5, and 6, 7, and 8,
  1 18 and under section 15E.233.
  1 19                           EXPLANATION
  1 20    This bill relates to criteria for economic enterprise
  1 21 areas.
  1 22    Currently, an economic development region may apply to the
  1 23 department of economic development for approval to be
  1 24 designated as an economic enterprise area.  The department is
  1 25 limited to approving not more than 10 economic enterprise
  1 26 areas.  Currently, an economic enterprise area must consist of
  1 27 at least one county containing no city with a population of
  1 28 more than 23,500 and must meet at least three specified
  1 29 criteria.
  1 30    The bill increases the population limit from 23,500 to
  1 31 27,500, reduces the number of specified criteria that must be
  1 32 met from three to two, and eliminates one specified criteria
  1 33 relating to population density in the economic enterprise
  1 34 area.
  1 35    The bill makes a corrective amendment to an appropriation
  2  1 from the grow Iowa values fund for purposes of providing
  2  2 economic development region financial assistance to conform
  2  3 with existing provisions in Code section 15E.232, subsection
  2  4 9.
