  2    counseling demonstration program.

  1  1    Section 1.  NEW SECTION.  217.36  FAMILY SUCCESS COUNSELING
  1  2 DEMONSTRATION PROGRAM.
  1  3    1.  A family success counseling demonstration program is
  1  4 established to provide individuals and their families with the
  1  5 life skills necessary to build and attain functional,
  1  6 productive, and successful families.  The demonstration
  1  7 population shall be pregnant women and parents, and their
  1  8 families participating in the federal special supplemental
  1  9 nutrition program for women, infants, and children, as
  1 10 authorized in the federal Child Nutrition Act of 1966, section
  1 11 17, as amended and codified at 42 U.S.C. } 1786, at the
  1 12 location of the expansion population provider network that is
  1 13 a publicly owned acute care teaching hospital located in a
  1 14 county with a population over three hundred fifty thousand as
  1 15 described in chapter 249J.
  1 16    2.  The department shall select, through a sole=source
  1 17 process, an existing nonprofit corporation that provides a
  1 18 family counseling program which focuses on strengthening of
  1 19 individuals, striving for healthy families, and the resulting
  1 20 increase of strong local communities to implement this
  1 21 section.  The department shall utilize the following criteria
  1 22 in selecting the counseling program:
  1 23    a.  The staff of the counseling program shall have
  1 24 extensive training or experience in all of the following:
  1 25 educational psychology, the development of program curriculum
  1 26 and performance measures, instruction of teachers or other
  1 27 professionals, family matters, child and adolescent issues,
  1 28 counseling of both individuals and families, and program
  1 29 administration, management, fundraising, and marketing.
  1 30    b.  The counseling program curriculum shall focus on
  1 31 instilling in participants the core values of diligence,
  1 32 discipline, and respect; family leadership and unchanging
  1 33 family structure=related principles; and guidelines for strong
  1 34 families.  The program shall utilize teaching and learning
  1 35 techniques that are effective with and relative to the
  2  1 population served.
  2  2    c.  The counseling program design shall include:
  2  3    (1)  An initial twelve=week to sixteen=week series of
  2  4 participation in group sessions utilizing lectures,
  2  5 discussions, breakout groups, and role playing as techniques
  2  6 in teaching the core values.
  2  7    (2)  A six=month series of participation in private weekly
  2  8 counseling sessions with the final outcome of the sessions
  2  9 being the preparation of a customized family blueprint.  The
  2 10 customized blueprint shall assist the family in establishing a
  2 11 well=defined family unit in which each member has a role to
  2 12 play in its structure.
  2 13    (3)  Follow=up with participants who complete the
  2 14 counseling program in order to track long=term results.
  2 15    d.  The counseling program shall be adaptable to
  2 16 populations, in addition to the demonstration population, for
  2 17 potential expansion beyond the demonstration program.
  2 18    3.  The department shall assist the counseling program
  2 19 selected in identifying funding options to implement the
  2 20 program through sources including but not limited to the white
  2 21 house office of faith=based and community initiatives, the
  2 22 center for faith=based and community initiatives within the
  2 23 United States department of health and human services, the
  2 24 compassion capital fund of the administration of children and
  2 25 families within the United States department of health and
  2 26 human services, and the provisions of the federal Deficit
  2 27 Reduction Act of 2005, Pub. L. No. 109=171.  Additionally, the
  2 28 department may, at the request of the counseling program,
  2 29 provide a critique of any applications submitted in accessing
  2 30 funding for the counseling program.
  2 31    4.  The counseling program selected shall provide
  2 32 reasonable compensation to the expansion population provider
  2 33 network provider described in subsection 1 for use of the
  2 34 provider network location by the counseling program.
  2 35                           EXPLANATION
  3  1    This bill creates a family success counseling demonstration
  3  2 program to provide individuals and their families with the
  3  3 life skills necessary to build and attain functional,
  3  4 productive, and successful families.  The demonstration
  3  5 population is to be pregnant women and parents, and their
  3  6 families, participating in the federal special supplemental
  3  7 nutrition program for women, infants, and children (WIC
  3  8 program) at the location of the expansion population provider
  3  9 network under IowaCare that is a publicly owned acute care
  3 10 teaching hospital located in a county with a population over
  3 11 350,000.  The bill directs the department of human services to
  3 12 procure a sole source contract to implement the program and
  3 13 directs the department to assist the counseling program
  3 14 selected in identifying funding options and by critiquing
  3 15 applications for funding at the request of the counseling
  3 16 program.
