  2    equivalency reporting requirements.

  1  1    Section 1.  Section 256.7, subsection 21, paragraph c, Code
  1  2 Supplement 2005, is amended to read as follows:
  1  3    c.  A requirement that all school districts and accredited
  1  4 nonpublic schools annually report to the department and the
  1  5 local community the district=wide progress made in attaining
  1  6 student achievement goals on the academic and other core
  1  7 indicators and the district=wide progress made in attaining
  1  8 locally established student learning goals.  The school
  1  9 districts and accredited nonpublic schools shall demonstrate
  1 10 the use of multiple assessment measures in determining student
  1 11 achievement levels.  The school districts and accredited
  1 12 nonpublic schools shall also report the number of students who
  1 13 enter ninth grade but do not graduate from the school or
  1 14 school district, utilizing the definition of graduation rate
  1 15 specified by the national governors association; the number of
  1 16 students who drop out of school; the number of students
  1 17 pursuing a high school equivalency diploma pursuant to chapter
  1 18 259A; the number of students who were enrolled in the district
  1 19 within the past five years and who received a high school
  1 20 equivalency diploma; the percentage of students who receive a
  1 21 high school diploma and who were not proficient in reading,
  1 22 mathematics, and science in grade eleven; the number of
  1 23 students in the prior year who were enrolled as high school
  1 24 juniors who are within four units or credits of meeting the
  1 25 district's graduation requirements; the number of students who
  1 26 are tested and the percentage of students who are so tested
  1 27 annually; and the percentage of students who graduated during
  1 28 the prior school year and who completed a core curriculum.
  1 29 The board shall develop and adopt uniform definitions
  1 30 consistent with the federal No Child Left Behind Act of 2001,
  1 31 Pub. L. No. 107=110 and any federal regulations adopted
  1 32 pursuant to the federal Act.  The school districts and
  1 33 accredited nonpublic schools may report on other locally
  1 34 determined factors influencing student achievement.  The
  1 35 school districts and accredited nonpublic schools shall also
  2  1 report to the local community their results by individual
  2  2 attendance center.
  2  3    Sec. 2.  Section 260C.14, Code 2005, is amended by adding
  2  4 the following new subsection:
  2  5    NEW SUBSECTION.  21.  Request that a student pursuing or
  2  6 receiving a high school equivalency diploma provide to the
  2  7 community college the student's school district of residence
  2  8 and the last year the student was enrolled in the school
  2  9 district of residence.  The community college shall annually
  2 10 report the information available to the community college
  2 11 pursuant to this subsection to the school district of
  2 12 residence.
  2 13                           EXPLANATION
  2 14    This bill requires the state board of education to adopt
  2 15 rules requiring school districts and accredited nonpublic
  2 16 schools to report annually to the department of education and
  2 17 their local communities, utilizing the definition of
  2 18 graduation rate specified by the national governors
  2 19 association, data related to the school district's graduation,
  2 20 dropout, and high school equivalency diploma rates, and the
  2 21 number of students who are not proficient in reading,
  2 22 mathematics, and science, and the number of high school
  2 23 juniors who are within four units or credits of meeting the
  2 24 district's graduation requirements in grade 11.  The bill
  2 25 requires that the department of education include the data in
  2 26 its annual condition of education report.
  2 27    The bill requires the community college boards of directors
  2 28 to request that a student pursuing or receiving a high school
  2 29 equivalency diploma provide to the community college the
  2 30 student's school district of residence and the last year the
  2 31 student was enrolled in the school district.  Each community
  2 32 college must annually report the information regarding a
  2 33 student's pursuit or receipt of a high school equivalency
  2 34 diploma to the district of residence.
