  1  1    Section 1.  NEW SECTION.  256.24  ADVANCED PLACEMENT
  1  2 EXAMINATION FEE REIMBURSEMENT.
  1  3    1.  If a parent or legal guardian of a student enrolled in
  1  4 a public school district, a student enrolled in a public
  1  5 school district, or a school district on behalf of a student
  1  6 pays an advanced placement examination fee, the parent, legal
  1  7 guardian, student, or school district may be reimbursed as
  1  8 provided in this section for up to one=half of the fee paid.
  1  9    2.  To apply for reimbursement under subsection 1, a claim
  1 10 and proof of payment must be submitted by a parent, guardian,
  1 11 or student to the public school district of enrollment.
  1 12    3.  The board of directors of a school district shall
  1 13 estimate the number of advanced placement examinations which
  1 14 students who are enrolled in the school district will take
  1 15 during the current school year and shall submit the estimate
  1 16 to the department of education by the third Friday in
  1 17 September of the current school year.
  1 18    4.  By October 1, the department shall distribute to each
  1 19 school district, from moneys appropriated to the department
  1 20 for this purpose, an amount of aid to a school district which
  1 21 the school district shall use to reimburse a parent, guardian,
  1 22 student, or the school district in accordance with this
  1 23 section, for up to one=half of the advanced placement
  1 24 examination fee paid in the current fiscal year.
  1 25    5.  If the amount received by a school district under
  1 26 subsection 4 is insufficient to pay reimbursements for all
  1 27 advanced placement examination fee claims submitted in
  1 28 accordance with this section, the school district shall
  1 29 prorate the reimbursement amounts paid for advanced placement
  1 30 examination fees.
  1 31    6.  The costs of paying advanced placement examination fees
  1 32 as provided in this section shall not be included in the
  1 33 computation of district cost under chapter 257, but shall be
  1 34 shown in the budget as an expense from miscellaneous income.
  1 35 Any moneys received by a school district for the payment of
  2  1 student advanced placement examination fees under this section
  2  2 shall not affect district cost limitations of chapter 257.
  2  3 The moneys paid to a school district as provided in this
  2  4 section are miscellaneous income as defined in section 257.2.
  2  5                           EXPLANATION
  2  6    This bill provides for the reimbursement from moneys
  2  7 appropriated to the department of education for that purpose,
  2  8 of a parent, legal guardian, student, or school district, for
  2  9 up to one=half of the advanced placement examination fee paid
  2 10 by or on behalf of a student taking the examination.
  2 11    To qualify for a reimbursement the parent, guardian, or
  2 12 student must submit a claim and proof of payment to the public
  2 13 school district of enrollment.
  2 14    The school district must, by the third Friday in September,
  2 15 submit to the department of education an estimate of the
  2 16 number of advanced placement examinations which students who
  2 17 are enrolled in the school district will take during the
  2 18 current school year.
  2 19    By October 1, the department must distribute to each school
  2 20 district, from moneys appropriated to the department for this
  2 21 purpose, an amount of aid to a school district which the
  2 22 school district shall use to pay reimbursements.  If the
  2 23 amount received by a school district is insufficient to pay
  2 24 the claims submitted, the school district must prorate the
  2 25 amounts to be reimbursed.
