                                      A BILL FOR

  1 An Act removing certain barriers between secondary and
  2    postsecondary institutions relating to supplementary weighting
  3    and postsecondary enrollment options in order to increase
  4    opportunities for Iowa's students.

  1  1    Section 1.  Section 257.11, subsection 6, Code 2005, is
  1  2 amended to read as follows:
  1  3    6.  SHARED CLASSES DELIVERED OVER THE IOWA COMMUNICATIONS
  1  4 NETWORK.  A pupil attending a class in which students from one
  1  5 or more other school districts are enrolled and which is
  1  6 taught via the Iowa communications network is not shall be
  1  7 deemed to be attending a class in another school district or
  1  8 in a community college for the purposes of this section and
  1  9 the school district is not eligible for supplementary
  1 10 weighting for that class under this section.
  1 11    Sec. 2.  Section 261C.4, Code 2005, is amended to read as
  1 12 follows:
  1 13    261C.4  AUTHORIZATION.
  1 14    An eligible pupil may make application to an eligible
  1 15 institution to allow the eligible pupil to enroll for academic
  1 16 or vocational=technical credit in a nonsectarian course
  1 17 offered at that eligible institution.  A comparable course, as
  1 18 defined in rules made by the board of directors of the public
  1 19 school district, must not be offered by the school district or
  1 20 accredited nonpublic school which the pupil attends.  If an
  1 21 eligible institution accepts an eligible pupil for enrollment
  1 22 under this section, the institution shall send written notice
  1 23 to the pupil, the pupil's school district or accredited
  1 24 nonpublic school or the school for the deaf or the Iowa
  1 25 braille and sight saving school, and the department of
  1 26 education.  The notice shall list the course, the clock hours
  1 27 the pupil will be attending the course, and the number of
  1 28 hours of postsecondary academic or vocational=technical credit
  1 29 that the eligible pupil will receive from the eligible
  1 30 institution upon successful completion of the course.
  1 31    Sec. 3.  NEW SECTION.  261C.10  PUBLICIZING POSTSECONDARY
  1 32 ENROLLMENT OPTIONS.
  1 33    The board of directors of each school district shall
  1 34 publicize the opportunities available to students pursuant to
  1 35 this chapter in the school district's student handbook and on
  2  1 its web page.
  2  2                           EXPLANATION
  2  3    This bill makes a school district eligible for
  2  4 supplementary weighting for pupils attending a class taught
  2  5 via the Iowa communications network.  The bill also eliminates
  2  6 a provision in the postsecondary enrollment options Act that
  2  7 permits a high school student to enroll in a postsecondary
  2  8 course only when the school district does not offer a
  2  9 comparable course, and requires the board of directors of a
  2 10 school district to publicize the opportunities available to
  2 11 students under the postsecondary enrollment options Act in the
  2 12 school district's student handbook and on its web page.
